Job Description

Job Overview

Senior EHO could be under the direct supervision of the EH manager for responsible supporting the implementation of Environmental Health of safe water and sanitation delivery by using appropriate EH approaches, with required standard principles, and level of participation. The position holder is also responsible for the proper management of resources and quality assurance of the project.

Senior EH officer is responsible for implementing under joint supervision of technical support from Assosa and administrative managers in refugee camps. In collaboration with Senior SHPO, EH manager, other teams, and partners working in the project area. The Position holder is encouraged to handle activities, budget, and staff assigned for EH activities for which they are assigned. The Sr.EH officer is encouraged to participate in different project cycle assessments, planning, implementation, and evaluation for effective strategy of project activities with play leading role in mentoring, coaching, and leadership of EHO at the operational area.

Major Responsibilities:

Coordination and representation

  • Assist the coordination of EH activities project in Assosa field office refugee camps, and surrounding host communities.
  • Coordinate and facilitate interactive and participatory hygiene promotion activities for the Social behavioral change communication process.
  • Ensure effective coordination of EH projects at the camp level with the different partners including donors and monitoring agencies.
  • Represent IRC in the field by participating in different humanitarian emergency coordination forums for both the refugee camps and local community under WASH projects.
  • Promote leadership, project integration, and team building.

Project implementation:

  • Ensure that EH activities under WASH projects are implemented in a timely and professional manner, according to goals, objectives, and indicators, and in line with IRC and donor requirements and beneficiary needs.
  • Ensure proper documentation of EH activities and experience at the camp level and share for field office & for concerned when required.
  • Maintain close contact with Managers and senior officers in IRC Assosa field campsites to ensure effective technical, logistical, and management support for all aspects of project implementation.
  • Conduct regular monitoring and technical support visits to project sites and camps.
  • Conduct needs assessments, project reviews, and post-project impact assessments as needed and directed.

Monitoring & evaluation:

  • Maintain a regular system of project progress monitoring and evaluation.
  • Strive to increase program quality through all stages of implementation.
  • Develop and maintain systems to measure the impact and quality of projects.

Capacity building:

  • Monitor ongoing capacity-building activities under WASH operation, identify gaps and capacity-building needs, and propose targeted training to improve overall team capacity.
  • Mentor and support EHO officers to increase their ability to perform effectively.

Strategy:

  • Remain abreast of new developments in the sector and disseminate ideas, tools, and approaches amongst the EH team.
  • Represent IRC EH at external and coordination meetings with IPs, IOs, and donors.
  • Participate in strategic planning of the sector.

Proposals:

  • Supervise/conduct needs assessments in the sector when required.
  • Actively participate in the preparation of proposals, especially log frame, technical description, and budget development.

Human Resources / Staffing:

  • Identify staffing needs under the EH section and assist with recruitment when necessary.
  • Support camp managers with IRC performance reviews for EH officers.
  • Participate and facilitate Strive to improve and maintain overall team atmosphere and foster team-building relationships.

Supply chain /Finance:

  • Liaise with IRC Administration, supply chain, and Finance Departments to ensure smooth operations and appropriate support to ensure smooth project implementation.
  • Raise and follow up on purchase requests, conduct equipment and materials inspections, and ensure timely supply of materials to the site.
  • Develop and maintain tools to monitor project progress, financial commitments, and expenditures against budgets as necessary.
  • Maintain budget plans & monitor spending for allocated EH budgets.
  • Monitor utilization of inventories and work closely with others on effective and efficient use of resources and old grants.

Reporting:

  • Provide timely trip reports and/or monthly reports to the field coordinator & EH manager.
  • Ensure and coordinate timely production of monthly reports by EHO staff based on qualitative and quantitative indicators of project status.
  • Provide input as required to complete donor reports.
  • Other duties as assigned by the supervisor.

Safeguarding Responsibilities:

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in the IRC Assosa field office.
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Qualifications

Job Requirements:

Educational Requirements:

  • University Post degree, BSc degree in Environmental Health Science, Public Health, with other related field from a recognized University.

Preferred experience & skills:

  • 2 years relevant experience in EH, preferably in a humanitarian setting (refugee camps, rural development, or emergency response) for first-degree
  • 1 year relevant experience for postgraduate.
  • Competent in Windows, MS Office, email, and database experience.
  • Experience in supervising staff and interacting with international staff partners and donors.
  • Proven management, project planning, organizational, interpersonal, and communication skills.
  • Fluency in English, spoken and written.
