Role Summary:

Through its Institutional Transformation Pillar, ACE Advisor partners with the Ministry of Health on the "Health Organization Capacity Strengthening Phase 2" project. The Institutional Strengthening Associate will lead project workstreams, ensuring alignment with objectives and successful execution.

Roles & Responsibilities:

Institutional Reform Facilitator:

  • Support institutional reform within the Ministry of Health, including the development and execution of reform roadmaps.
  • Assist HR in implementing reform plans, monitoring progress, and troubleshooting.

Competency-Based HR System:

  • Analyze existing HR processes and develop a strategy for a competency-based HR system.
  • Facilitate workshops, develop training materials, and coordinate training sessions for MoH staff.
  • Competency-Based Performance Management System Implementation:
  • Support HR in assessing departments for system implementation.
  • Develop tailored implementation plans, monitor progress, and provide troubleshooting support.

Required Skills:

  • Written and Presentation: Excellent document preparation and presentation skills.

Required Qualifications:

  • Educational background in Governance, Public Policy, Public Health, or related fields.
  • 8 years (Bachelor’s) or 5 years (Master’s) of professional experience.
  • Experience in strategic planning, organizational change management, and system reform.
  • Knowledge of performance management systems and client-facing roles in public sector contexts.
  • Demonstrated track record in performance management and team leadership.
