Summary:

The U.S. Mission in Addis Ababa/Ethiopia is seeking eligible and qualified applicants for the position of Voucher Examiner (Temporary six months).

The work schedule for this position is: Full-time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

  • Responsible for receiving, verifying and processing employee and vendor claims according to the approved contracts, award specifics, lease agreements, purchase orders, Bulk Purchase Agreements (BPA calls), IDIQs (indefinite delivery/indefinite quantity) and local government and utility company agreements.
  • Examines and reconciles various invoices for accuracy and ensures that all invoices are accompanied by all required documents and authorizations prior to processing payment. Timely processing of tuition and other entitlement payments like educational allowance, representation, and ORE vouchers of employee claims according to the FAM and FAH of the USG regulation.
  • Responsible for tracking, submitting, and collecting VAT reimbursements from Ethiopian tax authorities. Responsible for purchase card and Travel card reconciliation review and processing payment for Citi Bank.
  • The position also communicates with outside vendors and embassy employees who require vouchering service, this includes greeting, escorting and directing guests, answering phone inquiries, and handling requests or complaints in a professional manner.

Qualifications and Evaluations

EXPERIENCE:- A minimum of two years of voucher examination, bookkeeping, or related accounting and financial experience is required.

Education Requirements:

Education:- Completion of commercial college (Diploma) in finance, accounting, or management is required.

Evaluations:

LANGUAGE:- Level IV (fluency speaking/reading/writing) in English and Amharic is required. (These may be tested)

Skills and abilities: - The incumbent must be able to relate funds management with programs and projects at post. He/she must possess a high level of interpersonal skills. (These may be tested).
