Ministry Of Agriculture through its Small-Scale Irrigation Development Directorate (SIDD) will be responsible for the overall management and coordination of the implementation of the small-scale irrigation projects and programs. The directorate will, directly and indirectly, involve many governments and private stakeholders including federal line ministries, regional agriculture and water bureaus, private sector, financial institutions, and other private entities engaged along the value chain. To accelerate irrigation development and at the same time increase the effectiveness and efficiency of SSI, engaging high caliber experts has paramount importance. Accordingly, the Small-Scale Irrigation Development Directorate (SSID) identified the human capacity gaps of small-scale development as per the new policy reform agenda and its ten-year strategic plan.

  Ongoing and new projects and programs are applicably supporting the placement of senior staff in the Ministry of Agriculture (MoA) to support the Ministry's efforts to further strengthen its implementation capacity. The staff mandated to work in partnership with existing institutions to ensure effective delivery in critical areas.

 This senior expert/s will be active in several key areas in the Irrigation and Drainage Program areas of the SSID:

  • Support the development and implementation of policy, strategy, and roadmap related to irrigation agriculture.
  • Support roll-out of enhanced planning, project management, and reporting tools, processes, and systems to track and report on the progress of priority activities.
  • Support development of robust project/programs, targets, plans, and budgets by initiative owners.
  • Strengthen execution and day-to-day project and activity management capacity of staff.
  • Strengthen preparation, quality control of the study design, and construction work.
  • Support proactive identification of key issues in specific activities or overall initiatives, analytical and technical problem solving on these issues, and escalation for senior decision-making.
  • Provide analytical problem-solving support to senior leadership on high priority requests, such as analysis of trends, strategic planning, or policy analysis.
  • Facilitate the provision of or directly provide technical advisory and input, contributing to ToRs, concepts notes, studies, and workshops and also develop training materials on specific topics, provide job-embedded support for government staffs.

POSITION SUMMARY:

The Irrigation and Drainage engineers will report directly to (MoA/Small Scale Irrigation Directorate (SSID) Director). The expert's main deliverables are as follows:

  1. Study, Design, and Contract Administration (including design review and verification)
    • Assess and collect the national smallholder irrigation construction study and design report document.
    • Prioritize all who selected the document to be implemented successfully.
    • Review all the selected documents based on the national SSI guidelines.
    • Create awareness for all stakeholders on how to implement the prioritized documents.
    • Controls all irrigation works with regards to installation methods, scheduling, material storage, and procurement, plumber tools, and training in accordance with the contract specifications.
    • Prepare tender documents and TOR for study and design and construction supervision (if required) for irrigation projects and evaluate bids
    • Review and comment on technical proposals, design documents, and reports prepared by consultants.
    • Site inspections, Site supervision of works under construction.
    • Issuing certificates for progress payments to the consultant and contractor for irrigation projects.
    • Supervising acceptance tests on-site (if required)
    • Assesses and reviews relevant study documents (if any) and identify gaps.
    • Prepares standard bid document, which contains all abiding conditions necessary formats, procedures, and detail specifications for the irrigation project to be contracted out.
    • Prepares bill of quantity for the design (if required).
  2. Documentation
    • Develop a tool to compile all the national contractors and consultants who are engaged in SSI development; 
    • Assess and compile all the data related to the contractors and consultants based on the standard checklists;
    • Insert in the developed tools for future sustainable use.
  3. Capacity building
    • Prepare training material and provide training for regional SSID staffs
    • job-embedded training for SSID staff.
    • Technical support for regions.

  The Senior Irrigation and Drainage Specialist will agree with the SSID Director on a prioritized set of deliverables from the above list to focus on the work plan accordingly. Knowledge and skill: Planning and design of irrigation projects assessment and design of groundwater for irrigation design and construction of pump work of irrigation projects, experience in spate irrigation study, design, and construction, layout and design of irrigation systems and skills in writing and verbal expression and computer office applications.

   The specialist is expected with Good English skills- speaking and writing, a Good level of Computer literacy with MS-Office, engineering software such as Auto-CAD, Civil 3D, etc.

  They will be working closely with SSID staff engaged in the implementation of the deliverables listed above.

   The Specialist will therefore bring the requisite interpersonal and stakeholder management skills, technical expertise, and problem-solving experience, as well as initiative design, planning, implementation management, and reporting experience to effectively support relevant focus areas of deliverables described above.

ESSENTIAL DUTIES:

  • Planning, execution effectiveness, tracking, reporting, and escalation.
    Provide input and overall support to ensure effective annual planning, budgeting, and target setting activities for all deliverables.
  • Identify and escalate challenges around implementation of and reporting on prioritized deliverables, as well as providing solutions, options, and recommendations for effective implementation.
  • Undertake regular follow-up and monitoring of all activities of deliverables, engaging with relevant Activity and Task Owners to ensure reporting through key reporting systems and tools is timely and accurate.
  • Support data collection for timely and accurate reporting.
  • Problem-solving and technical support
  • Identify critical technical issues directly related to the implementation and/or design of prioritized deliverables.
  • Analyze and develop solution options and recommendations for these critical issues, and engage with relevant staff within the Ministry and external partners to align on adjustments required 
  • Proactively engage other SSID staff on problem-solving and/or external partners for heavier or more analytical problem-solving support where needed
  • Develop ToRs, concept notes, studies, workshops, and training materials, project proposal directly related to prioritized deliverable and areas of technical expertise
  • Provide other technical advisory and input needed for effective deliverable implementation, as necessary

REQUIRED QUALIFICATIONS:

  • MSc required in irrigation engineering and above preferable.
  • More than 8 years of experience (with MScPhD) in government, non-government,
  • international or private sector organizations, and in areas directly relevant to sustainable irrigation development
  • Deep understanding of Ethiopia's agricultural sector, particularly as his relates to water resource development and value chains for irrigated commodities-with a broad perspective on how the entire system operates and how the public, private and non-government organization operates in the system
  • Deep technical expertise in irrigation and water resources development
  • Specific experience in planning. prioritizing, sequencing, managing, problem-solving, and reporting on the implementation of both programmatic and operational activities
  • Fluency in English and Amharic, other languages are added advantage.
