Job Purpose:

For the past year, desert locust swarms have destroyed tens of thousands of hectares of crops and grazing land in northeast Africa in the worst invasion the region has seen in 25 years. The impact across Ethiopia has been particularly acute causing major food security concerns. In response to this, SHA Ethiopia has designed an emergency intervention in Oda Bultum to meet the needs of the local community.

The Humanitarian Project Manager (HPM) will be responsible for the organization and implementation of all food distribution activities for Desert Locust (DL) affected families in Oda Bultum woreda. The Humanitarian Project Manager shall ensure that the desert locust emergency response-related activities are well planned, implemented and reported on as per the project agreement document. The incumbent shall liaise with the logistics person of SHA for the purchase of food items, transportation to site and ensure the safekeeping of the purchased goods. The incumbent shall arrange for the safe storage of support food, negotiate rent of facilities and enter into an agreement on behalf of SHA. He/s he will plan, organize, coordinate, direct and control direct food support distributions, support the roll-out of field-level assessments, facilitate and/or conduct participatory beneficiary identification, prepare and submit periodic reports and perform other related tasks as required.  Furthermore, he/ she will be responsible for ensuring that day to day documentation, distribution reports and field inventory reports are prepared in accordance with SHA policies, donor formats, government requirements and agreed Standard Food Distribution Procedures and submitted to the relevant parties.

In addition to the specific tasks in Oda Bultum, the post holder will play a leading role in the scale-up and management of emergency programs in SHA to increase impact and enable positive change for disaster-affected households, in particular women and girls. The HPM will also work in collaboration with the Fundraising team to support achieving the organizational strategy and support the acquisition of future funding.

 

Key Responsibilities:

Specific duties include, but are not limited to:

  • Maintain an analysis of the humanitarian context of the country
  • Lead and organize the desert locust (DL) emergency response activities in Oda Bultum woreda
  • Support the implementation of field level assessments
  • Work closely with the relevant local authorities to identify the project target beneficiaries
  • Coordination with other humanitarian NGOs to maximize the impact of the humanitarian response
  • Plan, organize, coordinate, direct and controls the SHA DL emergency response activities, particularly to the direct food support distributions
  • Support the logistics officer in the procurement of emergency food items:  develop specifications, drafting tender documents, quality control along the supply chain
  • Support the Logistics Officer to develop store management systems, help train staff in-store management and conduct stock-checks
  • Liaise with technical advisors at country and or HO level for technical support as necessary (nutrition advisers, agriculturists, etc)
  • Prepare periodic work plans and budget breakdowns
  • Prepare clear reports to summarise the key project activities
  • Ensure that all staff involved in the response abide by SHAs code of conduct, Safeguarding and Protection Policy, and the appropriate Core standards of humanitarian programming
  • Prioritize vulnerable cases during distribution and provide needed support
  • Conduct post-distribution surveys
  • Maintain all documents related to the project areas in standard filing system and develop case stories
  • Within the project timeline, where possible, develop and maintain a network of Humanitarian actors for future engagements and partnerships
  • Ensure that SHA meets all contractual obligations and achieves high-quality proposals and that all donor reports are submitted on time Represent SHA to donors and other stakeholders 
  • Participate in resource mobilization
  • Perform other related activities as required

Qualifications/Other Requirements:

Essential:

  • BSc/BA degree in Agriculture, rural development, humanitarian studies, disaster risk management or other relevant fields of study
  • Minimum 5 years of experience in NGO environment out of which at least 2 years in humanitarian aid and/or emergency response programming (especially food distribution)
  • Experience and knowledge of emergency project management
  • Good interpersonal and communication skills
  • Capacity and maturity to establish and maintain links with government officials, and smallholder farmers
  • Computer literacy, particularly in MS Word and MS Excel
  • Demonstrable good command of English and Afan Oromo languages (both written and spoken)

Desirable:

  • Proven ability to work in multidisciplinary and multi-stakeholder working environments
  • Experience working in an NGO setting on humanitarian works
  • Experience of non-food items distributions
  • Experience in cash-based transfer
  • Evidence of relevant training in humanitarian related skills
