ORGANIZATIONAL DESCRIPTION:

PROGRAM BACKGROUND:

IRC has been implementing health program activities in six regions (Gambella, BGRS, Tigray, Oromia, SNNPR, and Somali regions) and emergency response nationwide.  The program focuses on maternal and child health, reproductive health, HIV/AIDs prevention, and emergency health response.

SCOPE/JOB PURPOSE:

Under direct supervision of the Assistant finance controller, the Finance Manager will be responsible for the overall financial management of grants and contracts and mainly on the BHA project. The position is expected to coordinate with the program country team and HQ focal points on project implementation support, donor report preparation, budget monitoring, verifying field and Addis expenditures against donor restriction and compliances.  Besides, he/she will also be responsible for any other grants management and operational activities as assigned.

 RESPONSIBILITIES:

Key Responsibility:

  •  The Finance Manager will be responsible for regular report preparation per donor regulation, communicating with the lead on project spending forecasts, laisse with all technical managers on project indicators, implementation progress, and budget monitoring.
  •  The Finance Manager will be responsible for following up on key financial compliance issues on the project and aware of all stakeholders promptly.
  •  The Finance Manager will be responsible for following up with the lead for all cash transfers related to the project.
  •  The Finance Manager will be responsible for coordinating any required audit on the project.

Other Responsibilities:

Treasury Management

  • Review internal controls and disbursement processes to ensure proper management of cash and bank accounts.
  • Review safeguards for cash and cheques kept in the office; ensure controlled access, security, and safety. 
  • Monitor cash and bank balance to ensure sufficiency based on needs.
  • Ensure that cash received including incoming funds transfers are receipted and accurately recorded.
  • Perform bi-weekly and monthly cash counts and reconciliations; address any differences.
  • Oversee monthly reconciliation and ensure outstanding items are addressed on time.
  •  Review cash projection submitted by field office and ensure timely cash transfer to the field

Month-end Activities 

  •  Review cash and bank journals for completeness and accuracy.
  • Review journals from the Field office for completeness and accuracy.
  • Prepare prepayment journals for review by Finance Controller
  • Prepare inter-company reports with supporting documents and submit these to the Finance Controller-Operation- for onward confirmation by respective IRC country offices.
  • Review monthly exchange rates based on IRC Financial Manual
  • Post journals in SUN System.
  • Perform balance sheet account reconciliation and bring to the attention of the Finance Controller any matters that require his/her intervention.
  • Perform currency clearance and prepare to adjust journal entries (AJEs).
  • Prepare Revenue Recognition journal for review by the Finance Controller.
  • Perform SUN Backup for the master files. 

Document Management

  •  Review internal system of record retention to ensure compliance with IRC policy and the local laws.
  • Ensure maintenance of uniform standards for documentation; including forms, support documents, etc.
  •  Ensure sufficient procedures for retention of documents; proper and systematic filing for ease of access; 
  •  Control access to financial records to authorized staff only.

 

  Accounts Payable

  •  Perform financial review of Bid Analysis and other Procurement Documents; to ensure conformity with IRC policies and procedures as well as donor regulations.
  •  Perform financial review of Payments Requests; ensure the adequacy of supporting documentation and compliance with IRC policies and procedures.  
  • Perform financial review of Travel Authorization, Advances ensuring compliance with IRC policies and procedures.

  Payment and Receipts Processing

  • Oversea Cashier and Finance Clerks responsible for the payment process.
  • Ensure that payments are processed promptly and following IRC policy and procedures.
  • Ensuring internal control procedures are followed for all cash disbursements, receipts, and transfers
  • Preparation or oversight of the preparation of the cash accounting worksheet
  • Oversee the review of Cash Books prepared by the Cashier for Cash and Bank for completeness and accuracy.
  •  Liaison with bank officials to resolve problems or facilitate improved service.
  • Attend to vendors on matters concerning payments.
  •  Ensure statutory deductions (taxes, pension, and health insurance) are remitted on time.

 Internal Audit

  • Internal audit activities as required by the Finance Controller-Operation
  • Reviews of controls and monitoring of compliance with established procedures.
  • Preparation of written reports for review by the Controller which identify key issues and    
  •  provide recommendations for improving control processes or procedures 

Staff Supervision and Performance Management 

  • As part of his/her supervision responsibility, set and agree with Finance Assistant and the Finance officer Key performance objectives for each financial year in line with the Accounting Department goals.
  • Provide the Finance Assistant and the Finance Officer conducive work environment; business tools, support, and relevant training necessary for them to perform their work.
  • Monitor the performance of the Finance Assistant and the Finance Officer through the year providing regular feedback on progress towards meeting agreed objectives and any improvement needed.
  • Conduct an annual performance appraisal. 

Other Duties

  • Contribute to the overall proper functioning of the Finance department by taking on any other duties assigned by the supervisor.
  • Contribute to the overall improvement of the financial and accounting system in ETHIOPIA by providing recommendations to supervisors for consideration on specific areas that could be improved.
  •  Contribute to teamwork and team play. 

Qualifications

Requirements

Education:

  •   Bachelors’ degree in Accounting, Business Administration, Commerce or Finance or Master degree

Experience:

  • Minimum 4 years of relevant experience for BA holders and 2 years for Master holders.
  • Proven and progress if experience in the financial management of different donors in an NGO setting.
  • Experience in managing commercial contracts of US and European grants will be an added advantage.

 Skills and Abilities:

  • Good written and verbal skills in the English language
  • Ability to work under pressure.
  • Self-motivated, energetic, honest, highly responsible, and punctual.
  • Proactive to seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.
  • Ability to work as part of a team as well as to work autonomously when required.
  • Ability to use computer and Microsoft applications especially good knowledge of excel
