The Government of Ethiopia has received loan and grant from World Bank, DFID, UNICEF, AfDB, KOICA through One WASH National Program (OWNP CWA - II) towards the cost of water supply and sanitation and intends to apply a portion of this loan and grant to eligible payments under this contract.

The Amhara National Regional State Water, Irrigation and Energy Development Bureau now invite eligible Senior Water Supply Engineers (as individual consultants) to indicate their interest in providing the required services for Water Supply and Sanitation Projects.

Position Title: Senior Supply Engineers as Individual Consultants

Quantity: 2 (Two)

Specific Duties and Responsibilities:

• Contribute to the overall Technical aspects of the rural and urban WSS project, including planning, implementation, follow up and monitoring of the contract effectiveness with respect to program Guideline, Manuals and Standards
• Participate in the production or updating of the necessary manuals and guidelines;
• Support the Region Zones, Woredas and Towns in the Study and Design of Water Supply Projects
• Prepare training documents, training plans and deliver training in priority areas
• Identify the Woredas and Towns program gaps and management deficits and provides them with the technical assistance or the capacity development they require;
• Frequent field visit (60% of the assignment duration) and follows up the program activities at all stages: pre-design stage, design stage, construction tendering stage, design stage, construction tendering stage, construction stage, completion & handover stage & maintenance (liability) period.
• Production of contract management & supervision manual for the consumption of Regions, Woredas and Town, Particularly for contract administrator and construction supervisor;
• Assist the Regions /WWTs/ Town Water Boards & Utilities in the tender advertisement, analysis & award, evaluation, contract negotiation and Contract Signing and Implementation;
• Follow up and assist the Regions, Zones, Woredas and Towns on overall program management starting from ToR and RFP preparation, negotiation and agreement up to end of contract implementation and final acceptance of the project includes follow up of payment modality and payment certificate review, etc...
• Produce and submit monthly, bi-monthly and back to office report to the CWA phase II - PMU and;
• Performs other related activities of the RPMU, RWCO and RWTT and assignments given by the bureau

Qualification:

• MSc Degree or above in Water Supply Engineering, Sanitary Engineering, Hydraulic Engineering, Water Resource Engineering, Hydraulic and Hydropower Engineering, Water Resources and Environmental Engineering, Irrigation Engineering, Civil Engineering fields

Experience:

• The Senior Water Supply Engineer /the individual consultant/ should have 12 years of above for MSc - 9 years or above for Ph.D. holders direct experiences in urban and rural water supply and sanitation study, design, construction supervision, assessment, analysis and development of manuals and strategies of water supply and sanitation sub-sector.
•  The consultant should have at least 5 years of working experience in the coordination /technical leadership/ of study and design and construction of projects preferably water supply and sanitation projects.
• Applicants having experiences as regional and/or equivalent position in WaSH Coordinators/ Senior technical leaders for water supply and sanitation projects in order to have proven familiarity with WaSH programs, manuals and procedures
• The consultant should have strong capability to communication on the subject matter, capacity to offer advanced WaSH trainings and poven experience in design using advanced software /decision support systems/ in water supply and sanitation sector

Duration of the Agreement

• The assignment will  be for one year contract with a possibility of extension based on the consultants performance evaluation
