BACKGROUND:

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery-oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. POSITION SUMMARY:

This position is a secondment position to the Ethiopian Investment Commission (EIC). Over the years, the EIC has pursued a series of policy, legal and institutional measures with the goal of effectively realizing Vision 2025 to make Ethiopia the favorite destination for investment in Africa. Clearer strategies have been put in place and a fairly enabling environment has been instituted, positioning the country to strengthen the competitive edge of its private sector, to attract foreign direct investment and to develop labor-intensive industries and an export-oriented manufacturing sector. Yet, the transformation of the national economy continues to be hampered by the lack of full-fledged technology-oriented service delivery within the EIC; particular problems include reviewing of physical investor folder to crosscheck previous activities regarding an investment project, missing investor pages while the movement of investor files from department to department, time taking and tiresome document reviewing processes.  Although the EIC has recently launched an online investment registration and management portal for the registration of new investment projects, the portal does not include existing investment projects, which were registered manually and currently are stored only in hard copy. To address these limitations, the EIC has scanned relevant pages from existing investor files which accounts for more than 9,000 hard folders. A data entry application has been developed to migrate these scanned pages to the new database. EIC together with the ATA is launching a short-term exercise to test run this data entry application and to ensure the data migrated is accurate.

The Technology Analyst and Developer is expected, to work with EIC’s IT team to finalize and launch the data entry application and to ensure the successful migration of the data to  EIC’s online investment registration and management portal’s database, according to the format provided by the Commission.  The Technology Analyst and developer is responsible for the collection of data from a scanned copy of investor Files (around 9,000) using the Data Entry Application and ensures that the data is entered using the system/application to establish a baseline central Microsoft SQL server database. The Developer is also expected to develop an archive management system to help the EIC archive management department track the movement of investor files. The Developer will directly report to the Investment Information and Technology Department of the Ethiopian Investment Commission.

ESSENTIAL DUTIES:

  • Collaborate and work together with the Data Migration team.
  • Collect data from scanned copies of investor Files (around 9,000) using a Data Entry Application. The major data elements will cover the following information (Investor Profile, Investment Projects Profile, Project input and output data, Data related to services rendered and status of projects, Incentives related data.
  • Enter data using the application to establish a baseline central Microsoft SQL Server database for all existing investment projects.
  • Verify the collected data against the original pages to ensure that the data collection activity is not compromised.
  • Test the integration of two databases.
  • Assess the current management of the movement of investor folders and develop a requirement analysis.
  • Collaborate with the team to develop an archive management system that manages the existing active physical investor folders.

REQUIRED QUALIFICATIONS:

  • A minimum of bachelor’s degree in Information Technology, Computer Science, Engineering or in other related fields of study.
  • At least 2 years of combined professional work experience in application development, digitization projects, data entry and system integrations.
  • Fluency in Amharic and English language.

PREFERRED QUALIFICATIONS:

  • Proven experience in application development preferably experience related to investor data management system developments.
  • Proven experience in the document management system and digitization activities.
  • Basic understanding of the Ethiopian Investment Commission’s workflow to subsequently understand the development of the data entry application and its integration to the existing online portal.
  • Highly dedicated and energetic to successfully provide the required task.
  • Excellent computer (ICT) skills, analytical, and data gathering skills.
  • Excellent oral and written communication skills.
