UN Women Ethiopia Country Office, as part of its National Planning thematic area, has developed and is implementing a programme entitled “Transformative Financing for Gender Equality and Women’s Empowerment in Ethiopia” in collaboration with the Ministry of Finance (MoF) and other stakeholders. The programme aims at enabling the Government of Ethiopia to have gender-responsive planning and budgeting (GRB) system to ensure that resources are allocated considering gender equality and women empowerment commitments. UN Women is closely working with MoF on several GRB initiatives to integrate gender issues into national policies, strategies, and budget through technical and financial assistance, capacity building, South-South experience sharing, and high-level policy dialogues with government officials and other relevant bodies.
Gender gaps in women’s access to socio-economic benefits and political participation are due to inadequate budget, limited knowledge, skills, and expertise of policymakers, planners and implementers to integrate a gender perspective in the budgetary process. GTP II recognizes the central importance of gender equality and women’s advancement through the inclusion of indicators in most sectors of the economy that promote gender equality and women’s empowerment.
.Among the various initiatives taken by the government is the Growth and Transformation Plan (GTP II), to make Ethiopia a middle-income country where people can benefit from a fair and equitable economy and have access to the fair and sustainable development plan. The government has a firm policy towards gender equality and women’s participation, which so far has yielded good results, but more work remains to be done. Among the major pillars incorporated in the GTP II, is ensuring women's and youth’s participation in the development of the country.
To assure equal participation of women in all spheres and guarantee women benefit equally; the government ratified articles 25, 34,35, and 36 as well as 89/7 which assures women’s rights. Article 35 gives emphasis on women’s economic, political, and social rights, on top of rectifying the injustice and unequal treatment of women to men in the past.
Following what has been adopted in the constitution to ensure equal rights of women, several policies have been adopted. Among them, the amendment of the family law in 2000, criminal law in 2005 and the national population policy in 1985, education and training policy 1986, health policy in 1985, agriculture-led industrial development policy in 1993, national women’s affairs policy in 1986 and culture policy in 1989 are amongst the major initiatives.
Therefore, UN Women Ethiopia is supporting MoF Gender Directorate to develop an assessment report on the budget allocated for Gender Equality and Women Empowerment within the last five years of GTP II at federal, regional, and city administration level. The assessment will be used as evidence of how much budget has been planned, utilized or not, and identify the challenges and propose a way forward.
This initiative is a component of the Transformative Financing for Gender Equality and Women Empowerment Programme of UN Women in partnership with MoF that aims to ensure equitable distribution of international financing to address gender inequality and empowerment of women as part of the efforts to ensure gender-responsive National Planning and Budgeting System.
In this regard, MoF organized a team of experts to gather all the necessary data to prepare the assessment report. However, the COVID-19 pandemic and job rotations within the MoF caused delays. To this effect, UN Women Ethiopia would like to recruit a national consultant to compile and write the assessment report based on the collected data and in consultation with the team of experts in MoF and key informants.
