The Ethiopian Economics Association (EEA) is a professional association established in 1992 under Ethiopia’s Civil Society Law to offer the Association’s members a platform for networking and keep them abreast of emerging national development discourse, and produce evidence-based research and policy analysis on the Ethiopian economy. The Association is governed by the General Assembly, the Executive Committee and the Secretariat. The Secretariat is led by a Chief Executive Officer and Head of Secretariat who oversees the day-to-day functions of the Association including the Research and Analysis Team -- the Ethiopian Economic Policy Research Institute (EEPRI), Partnerships and Communications Team, and Secretariat Support Service Team.

 

Job Summary: 

The Chief Executive Officer is head of the Secretariat of the Association.  The CEO will be responsible for the day-to-day functions of the Secretariat of the Ethiopian Economics Association, consisting of the Research and Analysis (or EEPRI) Team, Partnerships and Communications Team, Finance and Administrative Support Team, and other teams as may be established by the Executive Committee and the General Assembly.

Location: Addis Ababa, Ethiopia

Duration: 3 years, extendable

 

Key Tasks and Responsibilities: The Chief Executive Officer will:

  1. Under the delegated authority of the Executive Committee and in line with the established procedures of EEA, lead and guide the day-to-day activities of the Secretariat;
  2. Recruit and retain key staff to conduct the activities of the EEA: research and analysis, partnership and communications, finance and administrative support and other key staff as may be required;
  3. Identify and put in place sustainable and multi-year funding opportunities to carry on the Association’s functions;
  4. Review and approve functions of the research and analysis, partnership and communications and finance and administration; and strengthen networking among the Association’s members, national and international partners, business sector players, federal and regional governments, researchers, universities, Civil Society Organizations and other relevant parties;
  5. Develop and execute a robust accountability framework for efficient utilization of EEA’s property and resources and safeguard it against mismanagement;
  6. Prepare a strategic plan, an annual work plan, and conduct a strategic review of the EEA with the view to readjust direction and functional focus of the Association in close consultation with the Executive Committee;
  7. Design and implement quality assurance and clearance systems for EEA’s outputs (e.g. reports);
  8. Prepare commentary notes on current issues on the Ethiopian economy;
  9.  Coordinate and prepare policy and research briefs; and
  10. Any other tasks as given by the Executive Committee.

Position Requirements

  1. Proven leadership experience, resourcefulness, initiative, the maturity of judgement, tact, negotiating skills, strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavour through demonstrated leadership;
  2. Demonstrated record in innovativeness, commitments, observe deadlines and achieve results;
  3. Capability in building consensus, mobilize collaboration within and outside of the EEA;
  4. Strong research and managerial skills, solid writing skills in English, strong presentation and communication skills including demonstrated ability to write concise and analytical reports under deadlines, multi-tasking, ability to work independently, and, willingness to travel;
  5. Proven experience in adjusting work priorities to take account of changing circumstances;
  6. Demonstrated effectiveness in developing partnerships, networking, fundraising and communications;
  7. Capability to mobilise expertise on a broad range of areas, establish priorities, coordinate and monitor work plan;
  8. Ability to work with and motivate persons of different technical and professional backgrounds;
  9. Flexibility in accepting work assignments outside normal desk description;

Education and Experience

  • PhD in Economics or relevant fields of studies;
  • At least 10 years of progressive leadership, experience in research, proven record of managerial skills, development projects and/or operational aspects of national, bilateral or multilateral assistance programmes.
  • Language: Proficiency in English, Amharic and knowledge of other national and international languages is an advantage.
  • Skills: Basic computer and interpersonal skills.
