Channel One Programs Coordinating Directorate under the Ministry of Finance has the intention to recruit Senior Procurement Specialist (Consultants) on a contractual basis for the Federal Democratic Republic of Ethiopia Public Procurement and Property Administration Agency with the following necessary requirements

 

Position: Senior Procurement Specialist (Consultants)

No. of Person: 3 (Three)

Education Level: MA/BABSC degree in Procurement and Supply Chain Management, or Business Management/Administration or Project Finance Management or Project management or Public Administration and Development Management or Economics or Law or Statistics or Management or related fields

Work Experience:

  • Minimum eight (8) years for MA and Ten (10) years for BA with relevant experience out of which at least four (4) years experience or direct worked as a Procurement Specialist or Procurement Coordinator in Multilateral or bilateral funding projects.
  • Experience in research works, designing, collecting, analyzing also demonstrated procurement or property practice is preferable
  • Experience in Development or procurement and property-related documents (SBDs, directives, Training, and Manuals, etc.

 1.1 Terms of Reference (TOR) For Senior Procurement Specialist (Consultant)

Introduction

The Government of Ethiopia in collaboration and support with World Bank developed and adopted the Procurement Reform framework together with a Commitment towards improving governance through the application of updated and state of the art technology. Given that Govemment spends a huge sum of its budget through public procurement, it was highlighted as one of the key Government Functions to be transformed into the state-0f-the art implementation of procurement systems. Procurement is part of the Public Financial Management(PEM) reforms that aim at enhancing efficiency and transparency in public procurement.

Procurement reform is an initiative that can generate major efficiency gains with benefits such as improved transparency in procurement procedures and practices, effñiciency throughout the procurement process and reduced procurement cycle time, increased competition and transparency, confidentiality, integrity, and authenticity of all transactions. Implementation of procurement reform being spearheaded by the FDRE Public Procurement & Property Administration Agency (PPPAA) under the oversight of the FDRE Ministry of Finance. Hence, FPPPAA seeks to hire competent Procurement Specialist consultants to advise and support to realize the acclimatization and modernization of the procurement reform endeavor.

1.2 Objective of the Assignment:

The objective of the assignment is to support the implementation of Public Procurement activities within allocated time and budget and support, focusing on capacity building programs at the Federal and Regional Level and meet the realization of strategic objectives of the procurement reform.

1.3 Scope of work the Assignment

  • Provide technical, strategic, managerial, and operational support to implement and strengthen procurement reform in the best quality,
  • Support the procurement reform planning, executing and reporting the general procurement and property administration activities ranging from the Federal to the regional regulatory bodies
  • Engage in the development and revision of Procurement reform directive, Standard bidding documents, manuals and related working documents
  • Provide technical and operational support to the monitoring and evaluation of Procurement reform at the federal and regional level
  • The procurement specialist consultants are expected to bringing remarkable achievement in the procurement reform realization endeavors

1.4 Duties and Responsibilities of Senior Procurement Specialist (Consultants)

The Duties and responsibility will focus on the following areas

  • Prepares Procurement reform strategic plan and Implement Procurement reforms planned activities
  • Review, revise, and develop directives, standard bidding documents, manuals, and elated working documents based on the recently revised legal framework.
  • Provide technical support to Federal and regional regulatory bodies and respective bureaus on Procurement performance management via Key procurement performance measurement indicators
  • Evaluate and Verify Procurement Audit of Regional regulatory bodies and respective woredas in all regions.
  • Evaluate and Verity Procurement performance management via Key procurement performance measurement indicators at Federal and Regional levels
  • Provide technical support to Federal public bodies to resonate Procurement performance management via Key proCurement performance measurement indicators
  • Design and Prepare novel and innovative project ideas worth presenting to development partners
  • Provide Training on identified gaps in procurement performances for staffs and stakeholders
  • Conduct sound researches on felt needs for further improvement on procurement reforms
  • Work closely in Collaboration and cooperation with all Procs teems to understand the details of the project and better performance results
  • Own and update the procurement performance strategy and action plan for the project including information on objectives, Resources, timescales, tools, and activities
  • Monitor the public awareness and perception of the project to maintain s right image for the project and the project activities
  • Negotiate ts with Stalke holders and development partners to meet deadlines and expectations.
  • Liaise with stakeholders, development partners and project coordinator regarding updates and details of the project execution.
  • Prepare a well-articulated and sound result matrix report on Procurement performance management via Key procurement performance measurement indicators.
  • Prepare well-articulated and well-versed verification report on both procurement performance management and Woreda procumbent audit
  • Prepare and a quarter, semi-annual and annual prOCurement performance report of the project

1.5 Special Skill Desired for the Senior Procurement Specialist (Consultants)

  • Strong team leadership, good knowledge and reviewing strategic documents
  • Sound conceptual Knowledge and understanding of the federal and regional Public procurement policies
  • Aptitude in decision-making and working with the difficult environment and under stressful situation & Strong report writing skill and personal qualities embedded in value for money
  • Excellent written and verbal communication skills & High negotiation and problem-solving skills
  • Computer literacy and ability to effectively use personal computers and office information technology equipment/systems, as well as Microsoft Office Applications
  • Ability to work with minimal supervision or independently

1.7 Reporting Arrangement

  • The SeniorProcurement Specialist (Consultants) will report to the Procurement project Coordinator and work closely with the Project team in performing the assignments and agreed upon targets as per deliverables expected in the project contract.
  • The Federal Democratic Republic of Ethiopia Public Procurement and Property Administration Agency (PPPPAA) w provide office and relevant office facilities during the assignment
