Job Description GENERAL DUTIES - Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement - Understands and adheres to the ICRC Code of Conduct - Understands the roles of the components of the International Red Cross and Red Crescent Movement - Respects and observes staff regulations and security rules at all times - Represents the ICRC in a professional manner at all times - Develops and maintains a pleasant and conducive working environment with colleagues and line managers - Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC - May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary ACCOUNTABILITIES AND RESPONSIBILITIES 1. SPECIFIC ACTIVITIES Activities to Police and Security Services - Provide analysis and update the mapping of the Police and Security Forces of SRS in support of the annual planning and budgeting process and other Delegation activities; - Working closely with the head of Prevention and head of structure develop, build and maintain a network of interlocutors within the Police and Security Forces; - Maintain a database of contacts of the Police and Security Forces and monitor any changes and developments; - Identify and prioritize needs for dissemination, training, and potential for integration of IHL and IHRL and advise the delegation accordingly; - In company with the head of structure and/or Head of Prevention /Police Program advisor or when necessary independently, represent the ICRC at high-level meetings with key and influential police and Security Forces interlocutors. Promote an understanding of the ICRC mandate and activities with an emphasis on the ICRC being a neutral, independent and impartial humanitarian actor of an added value to their training initiatives; - Conduct training and dissemination sessions on ICRC's mandate and activities, IHL, IHRL, and Humanitarian Principles to a variety of target publics; - Actively promote the Co-operation between ICRC and the Police and Security Forces - Identify and explore potential areas of synergy whereby the police file can provide an added value to other units/ e.g: sexual violence, detention activities, safer access, etc. - Work closely with the communication officer based at the ICRC structure based in Jigjiga in the above areas. - This is a full-time position based on ICRC structure in Jigjiga. 2. OFFICE ACTIVITIES a. Reporting - Writes minutes of field trips, workshops and meetings - Provides contributions to specific reports (field mission reports; MoM; short analytical papers) b. Administration – Finance - Ensures necessary administrative work is implemented on time - Knows, applies and complies with all the administrative procedures linked to his work (financial forecast, Time reporting, budget follow up, …etc) - Keeps files up-to-date at all times. c. Interpretation – Translation - Interprets accurately from English or Amharic to Somali language and vice versa during field visits and otherwise, as required. - Translates documents from English or Amharic to Somali and vice versa as required d. Treatment of information - Registers and treats information (general and specific) accurately and with confidentially Job Requirements - Minimum 5 years of professional experience in the police and/or legal field - Solid knowledge in international human rights law and international and national standards related to policing - Very good presentation and communication skills; practical experience as a trainer for adult audiences - Very good knowledge about the structure, duties, and responsibilities of the Somali Regional State Police and Security Force - Flexibility and willingness to travel across the Region - Good analytical and drafting skills in English and Somali - Other Ethiopian language skills an asset - Very good computer and knowledge of modern technologies - Ability to work independently and in a team - 3rd grade driving license How to Apply you can submit application & CV with copies of relevant documents in person to the ICRC Delegation in Addis Ababa (in front of EIAR, around Egziabher ab church)/ICRC Sub – delegation in Jigjiga OR, send to the ICRC Delegation Addis Ababa, Human Resources Department, P.O.Box 5701, Addis Ababa.
