Job Description - Establishes evidence-based assessment procedures, rules, and standards for test design, development, administration, scoring, reporting, interpretation, and revision - Ensures the validity, reliability, and fairness of the HPLE - Coordinates task studies and exam blueprinting for the HPLE - Facilitates item development and review workshops for the HPLE - Maintains HPLE item bank with efficient filling and tracking systems - Assembles exam forms according to the HPLE test specification or blueprint - Determines appropriate standard-setting method and cut-score for the HPLE - Scores the licensure exam and review the scoring, statistical outputs, and summary reports for completeness and accuracy - Interprets licensing exam results based on cut scores - Ensures comparability of HPLE Scores across multiple exams administrations - Perform post-exam psychometric analysis using quantitative and qualitative methods - Prepares detailed exam analysis report including appropriate interpretations and feedback to difference audiences, such as students, higher education institutions, exam developers and policymakers - Maintains the security of the HPLE throughout the process - Monitors and quality assure assessment procedures, standards, and outcomes - Provides targeted capacity-building support on assessment and testing - Prepares quality and timely report to the directorate - Designs a research study to improve validity of the HPLE Job Requirement - Master's Degree in Statics, Quantitative Psychology, Psychometrics, Educational Assessment, Health professions or Medical Education - Advanced training in student assessment or psychometrics - At least two years of experience related to educational testing - Language requirements: Fluency in English and Amharic Competencies - Solid Knowledge and experience in educational assessment and testing - Excellent computer skills - Proficient in statistical data analysis - Ability to conduct psychometric analysis - Strong written and verbal communication skills - Problem-solving and analytical skills - Attention to details in the pursuit of Accuracy - Ability to work under pressure and in a demanding environment - Ability to adapt to current and future demands of the Ministry in providing excellent service to all systems users - Ability to define tasks and milestones to achieve objectives, while ensuring the optimal use of resources - Ability to work in a team or collaboratively with staff and external stakeholders in order to achieve desired goals Duty Station: Addis Ababa, Ethiopia How to Apply Interested applicants are invited to submit their application indicating for which duty station they are applying for, non-returnable CVs and copies of all documents together with original documents to Ministry of Health Human Resource Administration Directorate within 10 consecutive days.
