Project Description: Performance Monitoring for Action (PMA - Ethiopia), implemented in collaboration between the Ethiopian Public Health Association and Johns Hopkins Bloomberg School of Public Health, is designed to generate both cross-sectional and longitudinal data on a variety of reproductive, maternal, and newborn health indicators that can inform both national and regional governments. It is designed to respond to the need, highlighted in the 2016 Information Revolution Roadmap, to generate timely population-based data for decision making within Ethiopia. The project is being implemented under the directorship of Dr. Solomon Shiferaw and Dr. Assefa Seme from the school of public Health, Addis Ababa University. PMA Ethiopia builds upon the previous success of the Performance Monitoring and Accountability 2020 (PMA 2020) Ethiopia and the PMA Maternal and Newborn Health Survey in the SNNP Region. PMA Ethiopia features an expanded topical scope, moving beyond the family planning to also include maternal and newborn health indicators, expanding geographically to provide greater regional representation within the smallest regions, and expansion of survey methodology to include both cross-sectional and longitudinal data collection. Title: PMA Ethiopia Regional Coordinators Employee Group: Part-time Consultant Supervisor: Assistant Project Coordinator, with support from led project coordinator and principal investigators, PMA Location: Addis Ababa, Ethiopia Salary: As per the project Scale Required Number: Eight (8) - One from each (eight) University Application Deadline: After 10 working days Position Description: The Regional Coordinator will provide technical and administrative support to the project on overall preparatory activities, logistics, finance, tool development training, data collection, data management and dissemination related activities of the PMA Ethiopia survey project. Essential Duties and Responsibilities include the following: - Obtain sample household lists and/or maps for each enumeration area (EA) to which the supervisor is assigned. - Contact local authorities at regional, Zonal and Woreda level for EAs in his/her cluster to inform them about the survey and gain their permission and cooperation - Become familiar with the areas where his/her REs will be working - Make sure that the list of households and SDPs for each of selected EAs is updated - Oversee the Census and systematically selection the households and SDPs that will constitute the sample to be interviewed by the REs according to the procedures in the "Training Manual". - Ensure that each RE has Registered the SIM card they will be used for data transmission by contacting their supervisors. - Ensure that supervisors and RE have received his/her monthly amount of cellular data units and voice minutes to conduct interviews - Provide REs with the mobile minutes that will be given as compensation to interviewers to thank them for their participation in the survey - Ensure that supervisors and REs have bank accounts that accept direct deposit The responsibilities of the consultant are to ensure the progress of the data collection Include: - Make sure that data collection is ongoing by periodically checking that all supervisors and REs in his/her assigned EA submit completed surveys to the server over the course to the interview period - Communicate with each supervisor weekly during the interview period to check on the status of the interviews, produce progress report, and discuss any issues that may have arisen with interviewing or the software and hardware components - Conduct regular review sessions with each supervisor and advise him/her of any problems found in the questionnaires - Communicate regularly with the Project Coordinator Assistant about any issues that cannot be resolved independently, that significantly jeopardize the quality of the data or the sampling frame, or that occur repeatedly. - Periodically assess the quality of the data submitted to the server by every RE with systematic checks to address any issues early. Inform the supervisors and Potentially the Research Coordinator about any concerns - Make sure that each supervisor conducts interviews of SDPs assigned/expected to provide healthcare coverage to the regardless of the location of these SDPs. Further instructions on the service delivery point questionnaire are found in the training manual. - Conduct supervisory visits and random periodic spot-check and reinterviews of the households and SDPs interviewed by the supervisors and REs for which the RC is responsible In general, the RC should be supportive of the supervisors and REs and make an effort to develop a positive of the supervisors and REs and make an effort to develop a positive team spirit. A congenial work atmosphere, along with careful planning of the fieldwork, and consistent follow up contributes to the overall quality of the survey. - The RC is also responsible for training and backstopping the supervisors and REs to use mobile devices to collect PMA data according to the MADDS system. Training for REs can replicate supervisor training to the extent appropriate and should focus on teaching interviewing skills, how to use the software and hardware as well as the nuances of each question in all types Survey Questionnaire. - Make sure that the phones and tablets are used for the intended purpose and collect all phones at the end of the data collection form respective supervisors. - Collect all survey and logistics materials used during the field survey that should be returned by the REs and supervisors at the end of the data collection from respective supervisors, such as Phones, Tablets, EA Maps, Completed listing form, and power banks - The consultant should participate in the translation process of new or modified questions in all survey tools both paper and ODK forms to local languages - Execute other survey related tasks as appropriate Supervision: The Regional Coordinator will work under general supervision and direction provided by the assistant project coordinator in consultation with the lead project coordinator and PIs of PMA-Ethiopia Deliverables: The Regional Coordinator will contribute to the following deliverables: - Signed contractual agreements for respective regional field staff; - Finalized survey instruments (questionnaires, manuals, field procedures, etc.); - Coordination and Field supervision activity progress reports; Required Qualifications: - Must be a faculty member of the following partner Universities working with the College of Health Sciences or equivalent nomenclature (University of Gonder, Wollo University, Jimma University, Haromaya University, Wollega University, Jigjiga University, Semera University, and Hawassa University) - Master's in Public Health (MPH), Health Informatics, Nursing, Nutrition, Monitoring and Evaluation, and other health-related field and a first degree in a health-related field - One year of working experience in the higher field of qualification - Must be able to work in respective regions and able to travel Addis Ababa and regions - Experience with administering surveys - Excellent research coordination and management skills - Experience with community-based research programs - Ability to work collaboratively and as part of a team as well as independently - Time management skills and ability to work well under pressure - Ability to manage, prioritize and multi-task while paying attention to detail and providing regular updates to the immediate supervisor - Proficiency in using Microsoft Office applications: Word, Excel, and PowerPoint - Proficiency in using electronic communication: email and skype - Effective oral, written, communication, interpersonal skills - Effective oral and written communication in English is required - Must submit a letter of motivation not exceeding one page - Must be a faculty member of academic institutions in a specified region Preferred Qualifications: - Experience in the position of coordination in large scale surveys - Knowledge of statistical software (Such as STATA/SPSS) - Experience in Mobile Assisted Data Collection (Mainly, Familiarity with ODK application) - Previous experience working in projects affiliated to PMA - Ethiopia - Experience in family planning, maternal health, or nutrition field related surveys - Proficiency in the region-specific local languages Contract Terms & Conditions - Successful candidates will be hired as a Part-Time Consultant (PTC) for up to 1 year with the possibility of contract renewal or extension. - Remuneration will set according to standard of PMA-Ethiopia project rate.
