I. JOB SUMMARY: The purpose of the GED Officer Position is to ensure that an appropriate structure that supports the commitments of CARE Ethiopia to strive to be a number one employees’ choice is achievable. This structure is designed to place CARE’s commitment to a diverse and equitable environment in policies is effectively integrated into the reality of the working environment. This position is effectively expected to be the spearhead of the process by providing guidelines for implementation, monitoring changes, documents and generates evidence for learning. II. RESPONSIBILITIES AND TASKS: Ensure Implementation of Young Females Internship program: . Develop an action plan and guidelines with measurable indicators for the implementation of the female-only internship program based on the program document developed; . Work with Program Support Units, Program Coordinators and FOs to identify annually placements and detailed SOW for interns across the Country Office; . Facilitate the identification and training of a pool of mentors; . Lead the advertisement, selection, recruitment and proper evaluation and certification of interns and the internship program; . Run a continuous orientation, evaluation and information sharing opportunities to closely work with interns, their supervisors and mentors; . Keep proper documentation of the progress of the individual interns and the program; . Using different mechanisms promote the internship program to attract young talent; . Document learning on the internship program and share it with SLT, PMT and CARE International. Ensure Implementation of other CO GED initiatives: · Review and update CO GED policies as it deemed necessary; · Develop an action plan and guidelines with measurable indicators for the implementation of the COs policies/decisions designed to enhance gender and diversity; · Design and lead partnerships and interventions to help improve the COs workforce balance with the all-rounded perspective of diversity be it religious, ethnic, age, disability, etc.; · Create an empowering, mutually-respectful and open communication with all offices and units with a purpose of creating a non-threatening enabling working environment that can nurture respect for diversity; · Support program teams during the recruitment process by providing guidance and analysis; · Develop promotional and informative materials; · Provide GED training for CARE staffs and partners; · Coordinate and follow up with the Gender Equity Core group within CARE; · Represent CARE Ethiopia in the CARE International Gender Network (CIGN). Learning, Documentation, and Reporting: . Keep up to date, increasing the pool of trained mentors (both at HO and FOs) and organize learning and information sharing forum for interns and mentors; . Design and collect quality data tracking mechanisms, analyze the data, extract lessons and share with CARE’s leadership and external use; . Collect, compile learning and share trans-formative practices to enhance workforce diversity, staff retention strategies and results from other like-minded organizations; . Conduct frequent FOs site visits and facilitate Field Level All female staff meetings to provide opportunities for female FO staff to feedback on their situations and environment. Organize events: . Work with programs and HR for on-going staff induction and training; . Develop and implement follow-up coaching plans to sustain staff expertise and commitment to apply new skills; . Organize internal events for different international and CARE Campaigns on Gender equality. Focal point for PSEA: . In coordination with HR, follow all staffs are up-to-date with new and existing policies; . Work collaboratively within the CARE PSEA focal point network to develop and oversight the execution of CI wide/member work plans, including risk assessment and monitoring and reporting; . Provide direct support, guidance, resources and advice to PSEA Field office focal points; . Provide advice and resources to Field offices on requirements for community-based complaints mechanisms and survivor assistance services, complaints/report handling and investigation procedures; . Ensure robust recruitment, induction, and performance management systems for PSEA are in place in all offices, including all employees and related personnel signing the PSEA standards; . Ensure appropriate training is available for staff, particularly staff in member/affiliate offices and PSEA Country Office focal points; . Ensure complaint mechanisms are in place in member/affiliate offices; . Represent CARE Ethiopia in global and local PSEA forum. Gender Equity and Diversity (GED): . Provide technical assistance to programs in the area of gender equality to ensure that programmatic strategies are addressing unequal power relations; . Assist in Developing Organizational as well as programmatic gender tools, guidelines and frameworks to ensure that the women empowerment and gender equality work of CARE is well-grounded and systematic; . Ensure that evaluations and assessments pay particular attention to gender equality and women’s empowerment and any potential negative consequences of CARE’s interventions; Incorporate gender perspectives in all organizational and program levels. Qualifications (Know How) Education /Training: BA/BSc degree in Sociology, Psychology, Management, Law or equivalent combination of education and work experience. Experience: A minimum of three years’ experience in human resource development or talent management. Advantageous if actual work experience in designing or implementing an internship/mentoring program or implementing an initiative to enhance organizational workforce balance in the NGO environment.
