Job Description

Job Overview:

The supply Chain officer is responsible for the efficient coordination and management of Shire FO procurements. Supply Chain officer must be able to rapidly procure Program supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records in well professional and efficient manner.

Responsibilities:

  • The implementation and/or maintenance of standard IRC procurement policies and procedures.
  • Ensuring that procurement is carried out by IRC and donor-specific policies.
  • Maintain supplier information, conducted site visit, (including due Diligence) for regularly purchased items,
  • Attend all the procurement committee meetings.
  • Coordination with Finance, Admin, and program departments to ensure integrated internal controls, timely payment of vendors, and full, auditable support documentation.
  • Ensuring that a transparent and responsive procurement process is implemented and maintained.
  • Routine communication, coordination, and planning with the relevant requesting staff/programs regarding the order and delivery of supplies.
  • Ensuring that all Supplies, services, and equipment required are delivered on time.
  • Establishment and maintenance of ethical, professional working relationships with suppliers.
  • Properly receive all approved PRs after review of all required info in place like the spec of goods, delivery location, estimated price, and proper approval
  • Proper IRC standard templates and compliance with the IRC procurement guidelines while preparing RFQ, Restricted Tender, or Open Tender Invitation of bidders.
  • Ensuring that procurement is carried out by IRC and donor-specific policies.
  • Properly work on the integrated system and update programs on the status of the materials.
  • Maintain proper documentation of completed PRs as per the IRC filing protocol.
  • Coordination with Finance, Admin, and program departments to ensure integrated internal controls, timely payment of vendors, and full, auditable support documentation.
  • Ensuring that a transparent and responsive procurement process is implemented and maintained.
  • Routine communication, coordination, and planning with the relevant requesting staff/programs regarding the order and delivery of supplies.
  • Ensuring that all Supplies, services, and equipment required are delivered on time and with the required quality and quantity.
  • Establish and maintain ethical, professional working relationships with suppliers.
  • Maintain supplier information for regularly purchased items and be informed of current local market conditions.
  • Maintain suppliers’ performance scorecard for all ad-hock and contracted suppliers.
  • Manage lease contract agreement.
  • Any other duties as may be assigned by the supervisor

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and promote IRC values and adherence to IRC policies,

Qualifications

Job Requirements

Educational Requirements:

  • Diploma/Degree/master’s in business management/management, Accounting, Purchasing and Supplies management, or related fields of study
  • Minimum 5 years of experience for diploma holders 2 years of experience for degree holders 1 year for postgraduates

Preferred experience & skills:

  • Knowledge of supply chain operations
  • Knowledge of generic procurement management systems Good arithmetical skills
  • Competent use of PC especially spreadsheets (format/sort/filter)
  • Proven skills in Procurement and Warehouse operations
  • INGO experience is advantageous.

Language Skills:

  • Excellent verbal and written communication in English is mandatory and the local language is advantageous.
