ROLE PURPOSE:

The Household Economy Approach Utilization (HEA-U) activity is a four (4) year project that will support evidence-based decision-making and strengthen the Government of Ethiopia’s analytic capacity and information management to complement and support the GOE’s ongoing efforts to establish a multi-hazard, multi-sector-early-warning-system. The Senior ICT and GIS Specialist will be responsible for integrating the use of innovative Information and Communication Technologies (ICT) and Geographic Information Systems applications to collect, analyze, and disseminate data to support decision-making among Government and humanitarian partners. S/he oversees and provides leadership for all ICT and GIS-related activities that are associated with activity planning and implementation, and will advise the HEA Activity team on the application of geospatial information and analyses. The incumbent is expected to lead training and capacity-building efforts targeting the Government of Ethiopia and partner staff on the utilization of innovative technologies to strengthen emergency and development programs. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Summary:

Save the Children is seeking a Senior ICT and GIS Specialist for an anticipated 4-year USAID-funded Household Economy Approach Utilization (HEA-U) Activity in Ethiopia. The anticipated focus of the new HEA-U Activity is to support evidence-based decision-making and strengthen the Government of Ethiopia’s analytic and information management capacity under the new Strengthening Disaster Risk Management Systems and Institutions.

The Senior ICT and GIS Specialist will be responsible for integrating the use of Innovative Information and Communication Technologies (ICT) and Geographic Information Systems applications to collect, analyze, and disseminate data to support decision-making among Government and humanitarian partners. S/he oversees and provides leadership for all ICT and GIS-related activities that are associated with activity planning and implementation, and will advise the HEA Activity team on the application of geospatial information and analyses. The incumbent is expected to lead training and capacity-building efforts targeting the Government of Ethiopia and partner staff on the utilization of innovative technologies to strengthen emergency and development programs.

This Specialist position is a key position on this program team and will report directly to the HEA-U Chief of Party. The position will be based in Addis Ababa but will require extensive field travel and supervision across the program areas.

KEY AREAS OF ACCOUNTABILITY:

IT Infrastructure & GIS Database Management

  • Leads and tailors the Household Economy Approach Project’s generation and application of GIS to support the application of livelihoods data to inform emergency and development programming.
  • Facilitates discussions within the Project team to integrate geospatial information and analyses into strategic planning, activity implementation, and Learning, Monitoring, and Evaluation (LME).
  • In collaboration with the Knowledge Management team, prepare, present, and disseminate livelihoods data and communications resources tailored to the priorities of internal and external audiences visually and dynamically.
  • Provides geographic analysis to guide evidence-based planning.
  • Leads the development and management of databases to increase the efficiency of access to and quality of data that supports decision-making.
  • Lead the design of a user-friendly web portal to archive data, enhance user access to materials and reports, and enable an analysis of key household economy variables to inform programming.
  • Lead the development of web-based applications that provide access to downloadable tools that support ongoing on-demand analysis.
  • Oversee the design, implementation, and maintenance of IT infrastructure,
  • Maintains and updates content and monitors publication of new materials on the portal, removing outdated/irrelevant materials, migrates existing analysis and documents and updates links in the data repository.
  • Lead the development and facilitation of training on geospatial analysis and use of Geographic Information Systems, tailored to GOE and partners implementing emergency and development programming.
  • Monitor system performance and security, and implement necessary upgrades and patches.
  • Ensure the accuracy, completeness, and consistency of GIS data through quality assurance processes.
  • Stay updated on GIS technology trends and best practices, and recommend improvements to GIS infrastructure and workflows.

Training and Support:

  • Provide training and support to staff members on IT and GIS systems, tools, and procedures.
  • Develop training materials and documentation to facilitate knowledge transfer and skill development.
  • Serve as a resource for IT and GIS-related inquiries and assist with troubleshooting and problem resolution.

Collaboration and Communication:

  • Collaborate with cross-functional teams to integrate IT and GIS solutions into organizational processes and workflows.
  • Communicate effectively with stakeholders to gather requirements, provide updates, and address concerns.
  • Build and maintain relationships with external vendors, consultants, and partners to leverage their expertise and resources.

EXPERIENCE AND SKILLS

  • Bachelor’s degree in the relevant field such as information systems and information and communication technology
  • 10 years of relevant professional experience, in the field of data and information management systems and data analysis
  • Highly developed interpersonal and communication skills including influencing and negotiation
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures

Preferred Qualifications

  • Knowledge and experience in using Adobe and ArcGIS are highly desirable
  • Proven technical experience in the development and use of innovative technology, particularly in the areas of data, early warning and response monitoring, use of mobiles and open source, and training in the related field is highly desirable.
