Purpose of the Job:

The Project Finance officer works under the Business control unit under Finance. He/she will be responsible for managing the grant application process, ensuring compliance with grant requirements, supporting the grant reporting process, budget controls, and overall business controls of the organizations. S/he will work closely with the program employee to support and develop grant proposals and budgets when needed and will be responsible for monitoring grant expenditures and ensuring that grant funds are used according to grant and SNV requirements.

Job Description

Grants, Contracts, Budget Management and Business control

  • Responsible for supporting Business control specialist grants on the management of all donor contracts in the Country Office.
  • Coordinate with the Global Office Budget Development team and ensure that the budget development is finalized on time and sufficient time is allowed for the review of the budget by the CO team (CFM and CD).
  • Provide support on the project audit process by responding to auditors' requests on time. Make sure the audit process is smooth and the final project audit report is clean. The audit report should be shared with donors on time.
  • Report on time all government finance requirements such as tax and other regulations relating to the project.
  • Post the donor reports in SAP Business by design on time.
  • Support the project closure process, both as per donor requirement and SNV requirement, especially on finance-related matters (all expenditures related to the project have been posted, all revenue fully recorded, and funds received from a donor), and any pending item related to the project should be cleared.

Management of sub-grants, consortium partners, partners, and consultants

  • Manage all assigned sub-grants, partners, consultants, and sub-contractors and ensure they comply with the contractual terms, donor compliances concerning finance, SNV policies, and all applicable donor laws, rules, and regulations.
  • Before the contract is signed make sure you review the terms of the contract and all financial risks are minimized as much as possible, and check donor budget availability.
  • If liquidation report/expenditure report verification is complete, post the report in SAP Business by design and link it to the respective downpayment.
  • Conduct periodic visits and reviews of the systems and process of the sub-grantee and conduct the periodic.
  • Any other relevant task that may be assigned by your line manager.

Qualifications

Education:

Bachelor’s degree in finance, Accounting, or other relevant fields.

Experience:

  • Minimum 5 years of relevant experience in similar positions.
  • Good knowledge in analyzing data
  • Strong knowledge of financial accounting principles and practices.
  • Experience in the NGO sector.
  • Training: Training on Computerized Accounting

Technical Skill:

  • Computer proficiency (Word, Excel & Access).
  • Good knowledge of written and spoken English.
  • Firm belief in teamwork, gender equality, conceptual understanding of the participatory approach, and sustainable development.
  • Proactive and efficient in performing your tasks.
  • Skill in the use of SAP by Design accounting software is more advantageous.
