Panagora is seeking a Chief of Party for an upcoming Ethiopia Third Party Monitoring (TPM) Activity funded by the United States Agency for International Development (USAID).

This is a long-term position based in Addis Ababa, Ethiopia, expected to start in late 2024. Ethiopian nationals are highly encouraged to apply.

Job Description

This position is for an anticipated five-year TPM program designed to support USAID Ethiopia in supplementing the monitoring and program management efforts of USAID/Ethiopia staff. The activity will provide USAID/Ethiopia with a robust and comprehensive TPM mechanism to monitor activities in conflict-affected areas where USAID staff face travel restrictions and provide quality data for evidence-based decision-making.

Responsibilities include:

  • Provide overall leadership, management, and technical direction of the activity.
  • Serve as the primary point of contact to USAID/Ethiopia and liaise with USAID implementing partners and other key stakeholders
  • Oversee the design and implementation of TPM activities, including monitoring and verification protocols and tools, accountability and feedback plans, context monitoring, and data analysis and reporting of findings to promote learning and enable adaptive management
  • Lead efforts to assess and strengthen the capacity of local partners to manage and implement TPM activities in conflict-affected areas with travel restrictions.
  • Effectively manage long- and short-term staff in providing timely, relevant, high-quality services.
  • Ensure quality control of technical assistance and deliverables provided under the contract, including necessary adjustments to operations to fit the needs and requirements of USAID.
  • Ensure all USAID contractual requirements are met in compliance with USAID, Panagora, and local government policies and regulations.
  • Ensure that USAID/Ethiopia and Panagora are continuously learning from ongoing work and applying learning to improving practices and methodologies.

Requirements

Qualifications:

  • Master’s Degree in international development or a related field preferred.
  • At least ten (10) years of experience working in monitoring and evaluation (M&E) on donor-funded projects; previous experience working on USAID projects is strongly preferred.
  • Five (5) years of experience managing large-scale TPM projects or M&E support projects.
  • Previous experience conducting quantitative and qualitative field research.
  • Previous experience managing subcontractors and consultants.
  • Proven record of excellent management, leadership, decision-making, and interpersonal skills.
  • Demonstrated ability to manage highly skilled, interdisciplinary teams.
  • Demonstrated ability to effectively interact with local professionals, international donor organizations, civil society, and private sector, host country government counterparts, and other implementing partners in Ethiopia.
  • Previous work in Ethiopia and experience working in conflict-affected areas are strongly preferred.
  • ​Fluency in written and spoken English.
