FHI 360 leads the implementation of the USAID-funded Ethiopia Community Nutrition Activity. The Activity focuses on enhancing multisector coordination and accountability; improving nutrition practices and health-seeking behaviors; and strengthening the delivery of quality nutrition services within USAID’s Feed the Future Zones of Influence.

Job Summary:

The Zonal Coordinator is responsible for coordinating all Community Nutrition activities in the respective operational Zone and targeted worlds. He/she will also support the cross-functionality, coordination and standardization of program implementation and that the quality of the program adheres to standard guidelines. He/she will be expected to coordinate with other Regional Hub Led to improve planning, implementation; monitoring and reporting processes as they pertain to Community Nutrition Activities. The incumbent works closely with other regional and National Technical Specialists, LME coordinators/officers and the government structure to ensure program integration at all levels. The Zonal Coordinator is expected to concurrently implement and track physical implementation against the activity plan and budget utilization under Community Nutrition for her/his specific Zone. He/she will provide technical support for Local Implementing partners under Community Nutrition Activities; and work closely with the team to ensure the quality of program implementations and timely completion of the planned activities. He/she is also expected to form a good working relationship with the government and coordinate with Feed the Future partners and other nutrition partners to ensure the functionality of coordination at Zone, woreda and kebele levels. S/he is also expected to collect the woreda DHIS report for Project Specific Indicators. Provide technical support for any assessment and campaigns in related to nutrition in the respective specific Zones

Location: Under Regional Hub Offices: Six Community Nutrition Zonal Coordinates for Oromia Region (Shashamane, Bale Robe, Harar, Jima, Assala and Adama )

Key Responsibilities:

  • Participate in the annual plan and budget development for the program and ensure that Community Nutrition activities are fully aligned with the Zonal and Woreda annual plans.
  • Provide technical support for Zonal, Woreda, and local stakeholders to assess related to the implementation of Community Nutrition Activities
  • Develop terms of reference and facilitate training in respective Zonal and Woreda levels.
  • Ensure that all FNP policies, FNS, nutrition guidelines, SAM guidelines and minimum nutrition standards, QI strategies on nutrition-specific services, SBCC specific to the program/nutrition, revised HMIS, and monitoring tools are implemented in respective target zones and Woredas.
  • Provides technical support through regular and supportive supervision to the Woreda health/agriculture office, health facilities and communities.
  • Participate in conducting various assessments in both health facility and community levels in the zone/region
  • Support and ensure that Nutrition-focused review meetings are conducted regularly in Zonal and Woreda levels
  • In collaboration with LME manager, strengthen the capacity of Zonal, Woreda health office and community in nutrition and health information management system for decision making.
  • Support and ensure the functionality of Zonal, Woreda and Kebele-level Nutrition Governance and coordination in place
  • Support the availability of nutrition-relevant job aids (counseling materials, registers and reference guides) are in the health facilities
  • Ensure the establishment and functionality of quality improvement teams in the respective health facilities
  • Support catchment mentorship in collaboration with the catchment Hospital Quality Improvement team.
  • Ensure the provision of appropriate mentoring and on job training for health workers at targeted Health facilities using agreed tools in place
  • Support strengthening linkage among the primary health care units
  • Support and Monitor health facilities to include nutrition-related drugs (IFA, Deworming, Vitamin A & others) requests into the RRF timely
  • As part of increasing nutrition service uptake, ensure that HDA/community volunteers and PHCUs are working hand in hand for better linkage of the community to the health facilities
  • Ensure that all donor compliance and FHI 360 rules and regulations are strictly followed during day-to-day program operations.
  • Collaborate with USAID local implementing partners (LIPs) and those who are working on nutrition programs at Zone and Woreda level
  • Provide technical support for local partners under Community Nutrition Activities
  • Ensure that Community Nutrition Activities (Indicators) are included in Woreda's annual implementation plans.
  •  Be the focal person/support the focal person to implement gender-sensitive and specific activities related to nutrition at zonal, woreda, and kebele levels.
  • Performs other related tasks as required.
  • Provide continuous technical support to local implementing partners
  • Collect regular DHIS Key Indicators data from woreda or health facility
  • Share weekly and monthly plan (including TORs) with the regional office team timely
  • Support the process of SBCC document development including concept test, pre-test & delivery of materials to the end users
  • In collaboration with SBCC specialist, train community change agents/community facilitators on ECC
  • Ensure ECC sessions are conducted as per the stand, provided for target beneficiaries and appropriately recorded


  • Work closely with the woredas health offices and other FNP & FNS implementing sectors in the respective FtF zone of influence and make sure the functionality of the nutrition council up to the kebele level.
  • Ensure conducting supportive supervision and review meetings among the FNS implementing sectors and then findings shared and action plans addressing areas that need improvement developed
  • Work with other USAID-funded projects and partners in the zone to ensure complementarity and synergistic effect
  • Participate nutrition related meetings at zonal and woredas level
  • Collaborate and work with ECNA local implementing partners(LIPs), private sectors and target health facilities and communities in the intervention zone

Monitoring, Evaluation, Learning and Reporting

  • Conduct regular monitoring in the intervention woredas’ health facilities and community through coaching & mentoring in the HFs and ensuring community engagement
  • In collaboration with LME (M&E), participate in joint supportive supervision along the zonal and woredas sector offices to showcase the project support progress
  • Timely submission of training reports, review-meeting proceedings and field monitoring reports to a regional office for documentation
  • Ensure conducted ECC sessions are appropriately reported through the intended formats
  • Regularly share the ground project updates in the zone with a regional office
  • Document the necessary findings and make follow-ups based on recommendations of field visits
  • Produce and submit case studies and best practices on a monthly and quarterly basis

Project Design Implementation:

  • Develops strategies and tools for the design and implementation of specific technical components.
  • Monitors project deliverables and reports to supervisors.
  • Leads technical project activities and sub-activities and assists with project implementation.
  • May implement components of the technical portions of the project plan.
  • Identifies and raises issues to senior technical staff.
  • Functions as the technical lead with oversight of project technical administrative and finance compliance, technical deliverables, and team management, (includes projects and consultants).

Business Development and Client/Funder Support:

  • Successfully leads new business development initiatives including project design, budgeting, and recruitment efforts.
  • Provides final authorization and approval of the technical portions of proposals and project design, based on the design and direction set by technical leadership.
  • Builds productive working relationships internally and externally.
  • Collects data for inclusion in proposals, which consists of assisting with proposal research and developing proposal strategies.
  • Draft proposals, budgets, and work plans.
  • Participate in business development meetings with partners and clients.

Operations Management (Finance, HR, etc.):

  • Ensures project activities are on track with work plans, with technical expertise informing project implementation.
  • Oversees project timelines and budgets. Assists in the development of donor reports and presentations.
  • Tracks technical project spend under broad supervision.
  • Tracks Statement of Work (SOW) and budget tracking systems; provides reports to supervisors.
  • Collects financial and technical tracking data; prepares reports.
  • Coordinate with suppliers for procurements.

Project/Program Reporting:

  • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.
  • Establishes and maintains SOW and budget tracking systems.
  • Drafts / prepares client technical reports.
  • Creates technical content (e.g., reports, presentations, manuscripts).

Education: **

  • Master’s Degree / BSc Degree or its International Equivalent in Nutrition, Health Officer, Nursing and other Health related and having an MSC in any public health field is an advantage, Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field.

Experience: **

  • A minimum of 6+ years of relevant experience in Nutrition and health programs, ideally in nutrition, health or related technical areas.
  • Have trained on CMAM, Quality Improvement, AMIYCN, Catchment Mentorship, Enhanced Community conversation, Adolescent Nutrition, Data Management and Use and DHIS2 training in the last three years.
  • Experience working effectively with local NGOs/and other USAID partners.
  • Proven ability to work in a team, with good communication and interpersonal skills and an ability to motivate health workers, community leaders, health extension workers, and AEWs.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Willingness to Base on Zonal Health Office with a willingness to work closely with Zone, District and Community level health systems frequently travel to rural communities.
