Job Description

Friendship Support Association (FSA) is a local NGO working in the Afar Regional State. The organization is seeking to recruit highly motivated and qualified candidates for the CR WASH project vacant post.

JOB SUMMARY:

Reporting to the Project manager/Program Director, the Water Technician will be responsible for providing technical support to the outlined CR WASH activities implementation. S/he will be in charge of the assessment and specifying WASH system maintenance needs. He/she will be charged with supporting the WASH teams in planning, designing, and developing the detailed implementation of the CR WASH activities and the respective budgeting, closely working with regional stakeholders and RTI in the technical implementation of water supply systems including drilling, rehabilitation and training of Operation & Maintenance teams and Water Management Committees and Woreda water office staffs.

MAJOR RESPONSIBILITIES AND TASKS:

  • Work closely with the Project Manager/Program Director, to provide technical support for the effective implementation of the CR WASH activities in the project planning, implementation, monitoring as well as capturing of the organizational learning
  • Serve as the main technical focal point for the WASH program related to CR WASH activities in the designated project location.
  • Lead the assessment team in site selection, measurement of borehole capacity and pumping test as well as WASH-related surveys and research.
  • Support in the establishment of a strong supply chain for WASH supplies and accessories (for pumps, solar systems, fittings, etc) to get in a reasonably close market to the community.
  • Mobilize the community to develop its own accessory procurement and backup strategy for the sustainability of the WASH supplies.
  • Conduct the assessment of electromechanical and water distribution system problems at the target Woreda level based on the need to do so.
  • Identify the gap and spare part needs of the water schemes and equipment required and prepare detailed specifications including item description and quantity of spare parts necessary to fix identified problems on electro-mechanical parts (pumps, generator set, Solar System control panels, etc) and distribution systems of water supply schemes.
  • Prepare and put in place a monitoring plan for the operation and servicing of the generators and solar System pumps.
  • Identify gaps and plan for practical training to the WASH committees and local technical staff to build their capacity on WASH infrastructure management.
  • Organize and facilitate training on the operation and maintenance of electro-mechanical parts to operators, plumbers, masons and laborers.
  • Visit the generators, pump and solar panels regularly and provide guidance and advice for the operators and maintenance team of Woreda and Kebele (WASHCO).
  • Supervise and monitor the work of outsourced and labor-based contracted operators, plumbers, laborers, and technicians in the operation and maintenance of water supply schemes.
  • Monitoring water quality to ensure it meets federal and regional standards, collecting samples, and conducting tests.
  • Prepare, weekly and monthly progress reports and keep the Project manager/Program Director informed of the CR WASH activities' progress
  • Adhere to the organization's safeguarding policy and code of conduct to ensure that the target community is not harmed.

JOB REQUIREMENT

  • BSc/MSc degree in water technology, water resource and irrigation engineering, hydrogeology, hydraulic engineering, electromechanical engineering or other related field of studies.
  • For a BSc degree minimum of 5 years and an MSc 3 years of related experience in the implementation of Water Work projects, preferably lowland WASH activities in Private, NGO or Government organizations.
  • Proven knowledge of water works, construction management and WASH activities management.
  • Computer literacy in MS Word, Excel and Auto-CAD.
  • Knowledge of the local language is a plus
  • Knowledge of the WASH sector policies, strategies and guidelines
  • Ability to identify and plan work strategically and meet deadlines
  • Ability to train others and provide technical guidance to support field staff
  • Good in oral and written communication skills
  • Proven experience of high-level report writing
  • Previous relevant experience in the NGO sector is an asset
