Under the overall supervision of the Programme Manager (EPC Grants) and the direct supervision of the Programme Officer (EPC Grants), the successful candidate will be responsible for assisting with the quality review of content and processes of grants to facilitate the consistent achievement of project objectives and compliance to IOM standards.

Core Functions / Responsibilities:

  1. Check the overall quality of proposals submitted by partners, grants documentation and the timely entry of all relevant grant information into the program Information Management System (IMS). Document and bring to the attention of the supervisor issues related to accuracy, consistency or timeliness of data from implementing partners and entries in the IMS database.
  2. Work closely with the Program Team to assist in improving the quality of monitoring templates that incorporate protection mainstreaming and technical elements included in the proposal.
  3. Support the Program Team?s engagement with implementing partners by reviewing and documenting any issues with Post-Distribution Monitoring compliance with Rapid Response Fund (RRF) and the Emergency Shelter and Non-Food Items (ESNFI) Cluster Technical Working Group standards.
  4. Review implementing partner narrative reports and post-distribution monitoring reports and provide process and technical guidance to partners for clarity, consistency, improvement and the provision of all information required by the program.
  5. Produce monthly updates about the overall program and as requested by specific donors.
  6. Contribute specific inputs to assist the Program Team to develop content for social media posts (Twitter, Facebook, IOM Storyteller, etc.) that highlight the achievements of projects with implementing partners.
  7. Check the quality of monitoring reports produced by Senior Programme Assistants and provide guidance in this respect.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master?s degree in Social Sciences, International Development, English, Business Administration, Management or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience supporting community-based and /or small-grants programming, grant writing, humanitarian response and /or civil-society strengthening;
  • Experience working with the United States Agency for International Development (USAID) programs preferably with the Bureau of Humanitarian Affairs and/or working with the Country Base Pooled Funds, Central Emergency Response Fund (CERF) highly desirable;
  • Previous experience in operational activities in a post-crisis or emergency area.
  • Delivers on set objectives in hardship situations;
  • Effectively coordinates actions with other implementing partners;
  • Effectively edits documents and reports for clarity and assurance that relevant information is incorporated;
  • Experience working in capacity building with national NGOs an advantage

Skills

  • Knowledge of humanitarian emergency response
  • Knowledge of USAID/BHA emergency proposal guidelines an advantage
  • Ability to edit documents in English for clarity and consistency
  • Proficiency using Microsoft Excel
  • Ability to give feedback to partners and colleagues on how to improve report writing
  • Knowledge of InDesign or other graphic design programs for reporting (Adobe Creative Cloud apps) is an advantage;
  • Ability to work in an emergency setting with a high workload;
  • Works effectively in high-pressure, rapidly changing environments;
  • Coordinates actions with emergency response actors and makes use of coordination structures;
  • Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors;
  • Establishes and maintains effective relationships with implementing partners;
  • Makes correct decisions rapidly based on available information.

Languages

  • IOM?s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of Amharic is an advantage.
  • The proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
