Context and Purpose of the job

The Roving logistics officer is part of the Operations team, which focuses on providing Procurement and logistics support for all SNV regional offices, and support on the optimization of quality operation systems in regional offices.

The main purpose of the roving Logistics Officer is to work as part of the operation team, managing all responsibilities related to procurement and logistics. The operation officer is responsible for ensuring quality in fleet, warehouse, asset, and procurement support in SNV regional offices.

Key Responsibilities:

  • Ensure SNV procurement and logistical systems/ procedures are in place, maintained and, adhered to so that all support functions are carried out effectively and efficiently in the regional office.
  • Maintain familiarity with donor compliance issues, ensuring all regional offices are compliant with donor and SNV procedures/ requirements.
  • Ensure appropriate documentation and archiving systems are in place at regional offices.
  • Ensure and train procurement and logistics report systems are in place.
  • Support and ensure that quality inventory and asset inventory systems are in place at the regional offices.
  • Support and ensure that SNV procurement procedures are followed and that authorization levels are respected.
  • Support and ensure that SNV fleet policies and procedures are adhered to at the regional office and accurate log sheet recording is in place.
  • In close collaboration with the Finance department, assist in the monitoring of programme expenditure, the transparency of systems and procedures are in place and compliance with order processing requirements in regional offices.
  • Ensure a proper record of expenditures, receipts, requisitions, purchase order forms, waybills, and all other documents are kept in regional offices.
  • Work with the Regional Office Managers in assessment, office set up and covering any gaps.
  • Follow-up activities and support on-time delivery/receiving of requests.
  • Maintain good inter-team communications and positive team dynamics.
  • Support on training and implementation of Procurement and logistics software at regional offices.
  • Support on vehicle insurance, log sheet, and data collection at field offices.
  • Enhance the capacity of the field support team related to logistics principles and procedures.
  • Support on Set up of new office premises, warehouses, and guesthouses.
  • Support on implementation of driver code of conduct and other fleet systems in field offices
  • Support on implementation of proper fleet data and period report on insurance and other ownership renewal requirement to fleet focal persons.
  • Coordinate with the Addis Ababa operation team on the implementation of procedures and reflect regional office requirements.
  • Maintains close communication /relationship with all regional office- managers, and logisticians on procurement and logistics activities.
  • Report any issue to the Addis Ababa operation manager.
  • Support the ROM in reporting and implementation of SNV operation requirements.
  • Submit procurement and fleet reports to SNV Addis Ababa Office.
  • Perform any other duties assigned by the line Manager or his/her supervisor.

Qualifications

  • Bachelor?s degree in relevant discipline with higher thinking level with relevant experience (4 or 5 years) in operations procurement and logistics activities
  • Good knowledge of logistics systems, Fleet management
  • Knowledge of Donor funding regulations
  • Good written and spoken English
  • Excellent skills in purchasing techniques within the context of this position
  • Good computer skills: Excel, Word, the purchasing system and SAP BD system
  • Attention to details
  • Ability to plan with good organizational skills, including prioritization and ability to work under pressure

Additional Information

Contract Type: National

Expected start date: As soon as possible

Duty Station: Addis Ababa, Ethiopia

Contract Duration: one (1) year with possible extension based on performance and budget availability.
