This position is located in the Publications, Conferences and Knowledge Management Division (PCKMD), Information and Communications Technology Services Section (ICTSS), User Services Unit (USU). The Telecommunications Technical Assistant reports to the Telecommunications Engineer.

Responsibilities

  • Voice and Messaging Operations
  • Installs and assists in testing and commissioning various telecommunications equipment.
  • Monitors and tests the daily electronic operations of UN telecommunications equipment, including the quality of transmission facilities, and effect corrections as required.
  • Conducts ongoing analysis of equipment to ensure proper operation and to determine if modifications are necessary.
  • Maintains equipment inventory to ensure that the operational needs of the field and local offices are met.
  • Gathers statistical data on equipment and communications to determine their efficiency and methods for their improvement.
  • Receives, tests, and installs telecommunications hardware and software.
  • Provides hardware and software troubleshooting support to various office locations, seeking technical advice and support from telecom/info technology staff as required.
  • Performs maintenance and minor repairs on hardware equipment.
  • Produces monthly activity reports; assists in large projects when services are to be provided in new locations such as analyzing user requests, preparing wiring layouts and wiring termination details, and supervising and testing cable plants and equipment installed by vendors.
  • Programs hardware and software parameters of telecommunication equipment.
  • Gathers and analyzes statistical data on the operational performance of telecommunication equipment.
  • Prepares engineering drawings such as schematic drawings, system layouts, terminations details, wiring diagrams, etc.
  • Provides assistance in workflow analysis of existing procedures and drafting of new workflow to change the operating environment or optimize operation.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning, and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs other related duties as required.

Audio/Visual Conference Services

  • Installs and assists in testing and commissioning various videoconference equipment.
  • Monitors and tests the daily electronic operations of UN videoconference equipment, including the quality of transmission facilities, and affects corrections as required.
  • Conducts ongoing analysis of videoconference equipment to ensure proper operation and to determine if modifications are necessary.
  • Receives, tests, and installs technology and videoconference hardware and software.
  • Performs maintenance and minor repairs on videoconference equipment.
  • Programs hardware and software parameters of videoconference equipment.
  • Gathers and analyzes statistical data on the operational performance of videoconference equipment.
  • Performs other related duties as required.

Radio Communications and Video Surveillance System Installation and Maintenance

  • Installs and assists in testing and commissioning various radio communications and video surveillance equipment.
  • Monitors and tests the daily electronic operations of UN radio communications and video surveillance equipment, including the quality of transmission facilities and affects corrections as required.
  • Conducts ongoing analysis of radio communications and video surveillance equipment to ensure proper operation and to determine if modifications are necessary.
  • Receives, tests, and installs technology and radio communications and video surveillance hardware and software.
  • Performs maintenance and minor repairs on radio communications and video surveillance equipment.
  • Programs hardware and software parameters of radio communications and video surveillance equipment.
  • Gathers and analyzes statistical data on the operational performance of radio communications and video surveillance equipment.
  • Performs other related duties as required.

Billing:

  • Processes the recovery of all telephone invoices that are due for mission-related business and recovery of costs for private use.
  • Reports to the Unit Supervisor on all pending and processed invoice transactions.
  • Liaises with the Finance Section on telephone charges to be recovered from staff and timely payment of service provider invoices.
  • Liaises with officials from the Service Providers, UN agencies, and Funds and staff members in connection with telephone-related matters ensuring they are in compliance with standing Instructions and procedures to avoid abuse of telephone systems.
  • Prepares business related memoranda, email, and/or facsimile correspondence in response to queries from Telephone Service Provider companies, Internet providers, and staff members.
  • Maintains a comprehensive filing system of invoices, statements, and correspondence for all telephone systems, including issuing and returning vouchers for mobile and satellite SIM cards.

Communications Centre Support:

  • Processes all incoming and outgoing Code Cables and facsimiles in a timely and efficient manner; observes and monitors the reliability of the communications equipment facilities.
  • Assists in the maintenance of a proper filing system of all outgoing and incoming daily correspondences.
  • Assists in identifying files for archiving and performing the same using appropriate electronic archiving systems.
  • Opens and closes new logging sheets for the proper recording of new outgoing and incoming messages.
  • Provides first-level maintenance to equipment used by the facility.
  • Respect and observes the confidentiality of any or all of the documents that flow through the Communications Centre.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Performs other related duties as required.

Competencies

? Professionalism: Knowledge of telecommunication equipment, and principles of operations, including local area networks, satellites, radio and video surveillance systems, and voice and messaging systems. Knowledge of satellite earth station technology, and principles of analog and digital transmission. Knowledge of synchronous and asynchronous data interface standards and protocols. Knowledge of satellite modem, CSU/DSU, and digital line driver operation. Ability to apply knowledge and technical skills to install and test relevant equipment, and provide maintenance services and user support. Ability to assist with analog and digital transmission facility testing and troubleshooting. Ability to perform analysis, modeling and interpretation of data in support of decision-making. Education

  • A high school diploma or equivalent is required. Additional technical or vocational training in telecommunications or another related field is required.

Work Experience

  • A minimum of seven years of progressively responsible work experience in telecommunications is required.
  • Proven experience with telephone call details records (CDR) and billing software applications systems are required.
  • Experience with liaison with local and overseas telecom service providers as well as with internal clients is desirable.
  • One (1) year or more experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.
