The Role

Key Responsibilities and Accountabilities

Specific duties include, but not limited to:

Knowledge management, learning and information exchange

  • Lead and coordinate the knowledge management and learning parts of programs and or projects
  • Develop knowledge management and innovation system/guideline in consultation with the PQL and PIP managers
  • Develop automated and offline database management aligned with projects MEAL frameworks, IPTT and target groups and make sure that the data entered are consistent and reliable.
  • Identify, document, and share best practices, case/success stories, and lessons learned key learning findings.
  • Work as OPAL and Knowledge Management focal person who expected closely to work with PIP leads and Partnership Coordinator and support in fulfilling OPAL requirements
  • Work closely with PQL Manager on People-soft programme accountability system and review that project management information is recorded, maintained (kept up to date) and meets minimum standards
  • Organize and/or facilitate knowledge management and learning events and support the team in the delivery of learning and reflection workshops and other programmatic learning processes and products
  • Facilitate the input of all relevant teams and staff members into programme design process.
  • Maintaining evaluation, research and learning repositories and on-going gathering of qualitative information, success stories, case studies, lessons learnt and other relevant information, ensuring that they are appropriately packaged, stored, shared and encouraging their application
  • Assess and develop strategic relationships with various stakeholders such as government, donors, other NGOs and communities to facilitate knowledge sharing through meetings, conferences, social media, etc.;

Capacity Building

  • Developing standard operating procedures and documentation for knowledge management and learning.
  • Designing and conducting workshops on key program learning topics that lead to more systematic learning.
  • Facilitate capacity building of Oxfam partner organizations staff in knowledge management
  • Building capacity of the program staff to integrate learning into their work through face-to-face and training on methods such as: After Action Reviews, Peer Assists, feedback loops, etc.
  • Support MEAL field office staff in documenting processes and learning to emerge from program management and implementation
  • Providing direct Knowledge Management and Learning technical assistance support to program regional teams and raising awareness of the importance of learning
  • Make sure that program staff have easy access to learning documents for reference purposes
  • Provide capacity building and technical support to MEAL and project staff and partners as well to effectively use the database management system

External and internal communications and reporting

  • Ensure fact sheets, capacity statements, thematic briefs, performance references, and project innovation sheets are up-to-date and readily accessible, including target group numbers.
  • In collaboration with PQL manager, lead the documentation and dissemination of materials describing strategic programs and projects and promising practices including identifying the theme, coordination with HECA/country programs, collecting the materials, editing and publication.
  • Serve as primary lead for reporting ensuring quarterly, semi-annual and annual strategy reports, and other reports
  • Provide content, input and writing/editing support for team presentations, website content, etc.
  • Identify opportunities for and develop internal communications as requested by PD that facilitates knowledge exchange and program quality.
  • Support the planning and preparation for internal and external meetings, training, and conferences.
  • Compile and review different internal reports like annual output reports to input Oxfam?s One Program Report
  • Assist with note-taking.

Program Quality and Accountability

  • Work closely with Program Quality and Learning Manager, MEAL officers and implement community compliance and feedback mechanism, collect community complaints, and feedback and communicate with the field team.
  • Collect and share monthly monitoring and accountability reports
  • Collecting best practices, and case studies that demonstrate qualitative and quantitative changes over the period.
  • Support the setup of a complaint and response mechanism based on the IDPs and host community contexts,
  • Support robust data collection, storage and dissemination for wider learning across teams (intranet, communities-of-practice, mobile-based application, M&E management information system and e-learning platforms)
  • Promote and support monitoring, analysis and learning from assessments of internal standards (Quality Framework) and Core Humanitarian Standards, accountability and transparency standards, protection minimum standards, and others.
  • Support all programme members' internal reporting and ensure that good quality data is presented for report writing including donor reports.
  • Other duties as assigned by the Program Quality and Learning Manager.

  • The post holder is expected to be familiar with and abide by the Oxfam One Program ( Triple Nexus Approach) Approach, Core Humanitarian Standards (CHS), NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol; including safeguarding.
  • Depending on the situation, the post holder may be asked to perform other tasks as requested by the Manager

What we are looking for

  • Masters/Bachelor?s degree in a relevant field (e.g., Development studies, Statistics/Management knowledge management, Language and Literature, communications, Journalism, and project management)
  • Proven ability & experience in a similar position ? Minimum 9 years preferably in long-term, humanitarian, advocacy and campaign programmes and local contexts in Ethiopia
  • Strong analytical and strategic thinking skills.
  • Knowledge and practice of SAFE programming and international standards like Core Humanitarian Standards (CHS), SPHERE, LEGS etc
  • Excellent computer skills and ability to work in a challenging and dynamic context
  • Excellent English writing skills
  • Fluent English language, ability to communicate in Local language would be an added advantage
  • Commitment to overcome poverty and suffering.
  • Proven experience in gender analysis and integrating gender and safe programming (protection) into programmes.
  • Ability to work well under pressure and in response to changing needs.
  • Ability to travel and to work in difficult circumstances.
  • Fluency in English is essential

Desirable

  • Experience in working effectively within a large international agency including, in long-term and Emergency response settings.
  • Research background and knowledge of statistical packages (SPSS or STATA)
  • Good understanding of WASH, Protection and EFSVL programming in programming
  • Prior experience training/accompanying/learning in the field.
  • Experience leading strategy development and implementation monitoring in collaboration with staff
  • Proven ability to synthesize and distill information from a variety of sources, to draw lessons from project documentation
  • An applicant with knowledge of the local language is preferable.
