WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programs that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity. 

JOB PURPOSE

The post is based in Addis Ababa, seconded at the MoH / Seqota Declaration and the incumbent is to report to the Senior Programme Manager, Seqota Declaration Delivery Unit, and the WFP Nutrition Team Leader.

The overarching purpose of this role is to be responsible for the day-to-day management of the Seqota Declaration Monitoring and Evaluation (M&E) Plan, coordinating all components to ensure delivery of quality (timely, accurate, valid) data to inform programming, ensure shared learning across all of the different stakeholders involved, with special attention to mentoring the Monitoring and Evaluation Technical Focal Points in the Regional Program Delivery Units (RPDU), Food and Nutrition Coordination Offices (FANC) and in all the Seqota Declaration implementing ministries.

KEY RESPONSIBILITIES

1. Lead Seqota Declaration MEL Strategy Development, Implementation and Knowledge Management for the Expansion Phase;

  • Review and revise in consultation with key stakeholders the Monitoring & Evaluation Plan for the Seqota Declaration Expansion Phase;
  • Develop the monitoring and evaluation framework and provide day-to-day MEL management support for the implementation of the Seqota’ Declaration Expansion phase MEL plan;
  • Ensure development and execution of routine multi-sector nutrition monitoring system, including process monitoring and annual outcome monitoring solutions for the program;
  • Lead development of tools to facilitate data use for decision making;
  • Mentor and build the capacity of personnel responsible for MEL activities within the Regional PDUs, FNCOs, and sector monitories;
  • Support the Assistant Senior Programme Manager to conduct regular reviews to monitor progress against work plans, prepare progress reports and other relevant program documentation, and highlight issues requiring corrective actions;
  • Review minutes and documentation from quarterly and annual review meetings to ensure completeness and technical accuracy;
  • Support regional and federal reporting against Seqota Declaration targets, indicators, milestones, and activities;
  • Provide technical assistance in the review of the evidence (generated by Seqota Declaration MEL activities or more broadly) to guide the identification, design, and integration of high impact (on nutrition outcomes) multi-sectoral activities;
  • Oversee the collection, analysis, and synthesis of evidence, data, and management information to enable timely and effective decision-making and planning;
  • Serve as the first point of contact for MEL activities for the Seqota Declaration
  • Develop and support a robust knowledge management system for Seqota Declaration MEL deliverables and other documentation

2. Provide technical assistance to multi-sectoral MEL systems development to expansion phase implementing sectors, regions, and city administrations;

  • Liaise directly with key stakeholders, regional program delivery units including all NNP implementing ministries who are engaged in or have a mandate for supporting multi-sectoral MEL nutrition activities;
  • Identify and leverage experiences on multi-sectoral coordination of nutrition data both within Ethiopia and globally;
  • Provide ongoing mentorship, support, and technical assistance to the Community Labs in developing their multi-sectoral MEL systems and use of data;
  • Share learnings from the Seqota Declaration on multi-sectoral MEL systems development in appropriate fora;
  • Develop a strategy for monitoring, evaluation, and learning capacity assessment and capacity building to deepen multi-sectoral nutrition data use for decision making; and
  • Initiate and lead a Seqota Declaration Community of Practice that would encourage sharing of learnings and development of a learning culture across the sectors and partners involved in implementing multi-sectoral nutrition programming;

3. Ensure high-level coordination and engagement for MEL program implementation sectors and development partners

  • Support the Senior Programme Manager to ensure that all implementing ministries responsible for the different components are appraised of program progress through quarterly, biannual, and annual review meetings and regular updates;
  • Ensure the Seqota Declaration MEL Plan appropriately complements and supports other initiatives and existing programs related to nutrition where appropriate;
  • Engage development partners to understand what innovations in MEL are being implemented in Ethiopia and the opportunities for Seqota Declaration;
  • Serve as the point person for Seqota Declaration for all forums related to multisectoral nutrition MEL activities including technical working groups for NIPN and UNISE;
  • Engage any other initiatives involved in multi-sectoral nutrition efforts inside Ethiopia to understand their MEL systems and opportunities for expanding  learnings and/or documenting the innovations within Seqota Declaration woredas;
  • Liaise with other ministries, development partners, initiatives, and other stakeholders to ensure the Seqota Declaration FPDU, RPDU, FNCO, federal and regional sectors, and other stakeholders are abreast of new and existing evidence relevant to the multi-sectoral nutrition response.

OTHER SPECIFIC JOB REQUIREMENTS 

Functional Competencies – Technical Expertise:

  • Specialist knowledge in MEL for at least one of the sectors and ideally more of the following sectors: nutrition, public health and ideally agriculture, water, sanitation, and hygiene;
  • Theoretical and practical knowledge of adaptive, fit-for-purpose MEL;
  • Ability to interpret data and translate findings into practical policy and programmatic implications;
  • Experience managing the development of dashboards and other tools to facilitate data use;
  • Technical expertise in the development and strengthening of Routine Information Systems, ideally including the district health information system (DHIS2) and UNISE expansion;
  • Understanding of the Seqota Declaration and current food and nutrition strategy and ministries’ MEL plans;
  • Diplomatic and conflict resolution skills navigating sensitivities around data; and
  • Strong understanding of government, civil society, and donor community in Ethiopia.

Functional Competencies – Knowledge Management and Learning:

  • Experience developing knowledge management systems;
  • Experience fostering a learning culture within teams, institutions, and externally.
  • In-depth practical knowledge of inter-disciplinary development issues.

  • Ability to lead the strategic development of information systems to meet the evidence needs of the Seqota Declaration;
  • Ability to support the development, review, and implementation of the Sequoia Declaration M&E plan and Costed woreda based plan and Expansion Phase Investment Case to ensure the prioritization of evidence-based program development and integration of learning cycles into operational plans;
  • Ability to go beyond established procedures and models, propose new approaches, which expand the range of programs;
  • Ability to work with minimal supervision; and
  • Negotiation skills: capacity to work with diverse partners including Government, development partners, and civil society.

  • Experience building technical MEL capacities of remotely based staff of varying experience and skills

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education: Educated to postgraduate degree level, or equivalent by experience, within a relevant specialty in Monitoring and Evaluation; Epidemiology; Statistics;

Experience:  At least 10 years experience working in monitoring and evaluation or related work in public health, nutrition, agriculture, water, sanitation, and hygiene; At least 5 years practical experience in analytical and practical monitoring, evaluation, and related work in such areas as (a) working with government institutions, public service or equivalent; and (b) institutional analysis and design, program implementation, monitoring and evaluation systems and processes, and development programs;

Language:  Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
