Job Description

Summary of the Job: 

The Project Finance Officer is focusing on the grant management of a project and having a key role within the country program and requires an experienced project finance officer and motivated team player with excellent communication skills and a keen eye for detail. The main purpose of the position is to provide project finance grants, budget, and compliance management, and financial administrative risk supports to all managers and the SNV country office.

The project officer is responsible for maintaining grant management systems, running and analyzing grant-related reports, and maintaining sound grant records and files that ensure the proper execution of grant activities and utilization of grants funds. The Project Finance Officer will be responsible for the Rockefeller Foundation Grant’s portfolio overall financial management including budgeting, reporting, compliance assurance, and the required audit coordination.

The project finance officer also provides technical supports associated with grants and contracts accounting for the SNV country office. Reviews and analyzes the financial impact of proposals involving contracts, grants, and other agreements. Reviews grant proposals and identify and resolves compliance issues related to SNV and donor requirements. Interprets pre-award and post-award donor guidelines to SNV and staff. Signs proposals certifying that staff salaries and effort expensed to grants and contracts are accurate. Analyzes changes in regulations and their effect on cost reimbursements and financial operations. Develops financial accounting systems to track expenditures for all programs.

Qualifications

  • Must have BA Degree in Accounting and Finance
  • Minimum of seven years of professional business or financial management experience which includes four years of grant financial management experience
  • Minimum three years of experience from an international NGO is required.
  • Demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and presentation, and the proven ability to translate technical financial data into informative reports.
  • Strong analytical, quantitative, problem solving, troubleshooting, time management, and technical skills.
  • Strong accounting skills and experience, including management of general ledger, journal entries, payables, and balance sheet.
  • Must be able to efficiently use acceptable accounting software Systems.

Duty Station: Addis Ababa, Ethiopia

Contract Duration: 1.5 years with possible extension based on performance and budget availability.
