Job Description

BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation, and development support to vulnerable people and communities in over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Scope:

The Community Wellbeing Initiative (CWI) Officer reports to the CWI Emergency Manager.  The Officer is responsible to provide support to all aspects of CWI programming in Ethiopia. He/she will be based in Addis Ababa with frequent travel to various field sites.

Duties and Responsibilities:

  •  Conduct training in field sites on physical and psychological harm against women and Ethiopian law using participatory facilitator manuals through mentoring and capacity building of co-facilitators, including SASA! Activities, based on field sites needs, requests, and scheduling.
  • Develop or amend when necessary to physical and psychological harm against women, and Ethiopian law manuals, guidelines, and tools based on the need of CWI programming.
  • Provide continuous support for field staff on issues that are related to physical and psychological harm against women and Ethiopian law.
  • Compile mass awareness-raising reports of all field sites and write CWI annual report, and follow up on printing of the document.
  • Develop national CWI communication materials (brochures, leaflets) as needed.
  • Conduct monthly BVA reviews and make appropriate recommendations to the CWI Addis team as needed.
  • Participate in monitoring and evaluation activities including in assessments and surveys and support in assessment reports.
  • Provide support in project planning and implementation of emergency projects including facilitating Government agreement signing, reporting writing, and monitoring and evaluation of activities.
  • Support the development and updating of CWI technical materials (e.g. training guidelines) as necessary.
  • Coordinate and organize CWI workshops and training including prepare TOR, facilitate procurement requests, and follow up on the timely implementation.
  •  Ensure effective coordination and collaboration with key partners and IRC's other sectors by attending coordination meetings.
  • Provide timely and quality inputs to project proposals including budgeting and support in the preparation of quality donor reports.
  • Assist with all aspects of program implementation in Addis and various field sites and provide operational support (i.e., HR & Admin., Finance, Logistics) in both Addis and field sites, including facilitating procurement requests, following up on PR tracking, etc.

Qualifications

  • Applies an intermediate level of knowledge of procedures and systems to perform the requirements of the job; skills and knowledge typically acquired through a combination of job-related training, some on-the-job experience, and formal education.
  • 2 years of relevant experience with the first degree – Law background.
  • 1 year of relevant experience plus a postgraduate degree.                                                                        
  • NGO experience is a plus.
