Oromia Water and Eneru resource Development Bureau Vacancy Announcement On the following position for the implementation of the second urban water supply and sanitation project.

Description of the Assignment

The major objective of the assignment is to provide technical assistance to the regional PMU at RWB to (i) effectively plan. coordinate. manage and implement urban sanitation projects, (ii) to develop working methodologies and establish operational procedures, (iii) to establish monitoring and reporting systems.

Requested Services the Specialist will provide the services mentioned below at the different administration levels and related works in regions at which the project is being initiated.

• Support PMU to develop, revise and recommend appropriate, suitable institutional setup and structure of wastewater management at different categories. of town, cities Prepare training materials. plan, organize and deliver training in all aspects of wastewater management required and update training materials as appropriate

• Give capacity-building inputs, training, and experience sharing - based on Odd experience to respective bureaus about wastewater management

• Participate in the appraisal of project proposals, studies. detailed engineering designs, design reports, etc.

• Assist in preparation of Pl. and reports describing the physical and financial progress of the project towns and region.

• Assist in assessing of urban with a high risk of wastewater pollution and need priority of treatment, Reviewing existing wastewater management systems and document.

• Identify major wastewater producers and pollution sources the may require additional treatment prior to discharge to the public sewer. Recommend appropriate action if required.

• preparing up or comment on it when submitted by the region's technical, specialist

• Evaluation of proposals submitted by shortlisted consultants and review Award/ contract agreement.

• Review of Bidding documents for construction works and giving Technical support during evaluation, if required.

• Carrying out construction supervision and contract monitoring-

• Assist in all tasks associated with wastewater management system modifications. resolving contract claims, constructions, and preparing addendums if required.

• Provide technical backup support to all planning and management activities of the regions related to urban water supply and sanitation.

• Frequent field visit (60% of the assignment duration, and follow-up the projects at all regions In addition to the above-mentioned activities, the wastewater sanitation Specialist Performs other related and relevant assignments..

Required Competencies

The Specialist to be hired shall have experience in Design, construction supervision. assessment, analysis, and development of Manuals and strategies of public services with a high credit to experience. in particular in wastewater management. The Specialist shall have BSc/MSc./ PhD in the Water supply. Sanitary, Hydraulics, Civil Engineering, or related fields with 10/ 8/6 years or above experience and strong capability of communication on the subject matter. and capacity to offer training.

Time Frame and Contract Arrangement The wastewater specialist will be working with the other PMU staff .d will have responsibilities in all wastewater intervention .d a lead responsibility for the outputs in that area and will be reporting to the PMU coordinator who will be charged to ensuring adherence to the implementation arrangement. The Consultancy is HI time assignment and will be contracted for a period of one year with the understanding that the contract will be renewed every year based on evaluation of performance. The consultant is expected to bring her/his own computer (laptop). Printing facilities are available. ,

Client's Input for the Service

The client will:
• Avail to the specialist all necessary data and documents available.

• Facilitate the specialist to have access to data and documents available in the government's WaSH institutions.

• Provide office facilities (space. table, and chair)

• Provide transportation for field visits

• Facilitate and organize stakeholders' workshop

Reporting

The specialist reports to the PMU under the water supply, and sanitation Directorate.

• Submits reports of the field visit., workshops, and meeting results (minutes) within agreed time frame

• Reports monthly. quarterly. and yearly project status.

Water Supply Engineer at Regional level

Description of the Assignment

The Senior Water Supply Engineer will work within the UWSSP-2- PMU and in particular ho has the responsibility for managing and coordinating the UWSSP -2 water supply intentions. The UWSSP -2 Program Management Unit Coordinator would affirm that work plans drawn by the Senior Water Supply Engineer in order to discharge their contracted duties are logically compatible with their respective job descriptions and would monitor that the planned services are delivered by the expert in a manner in line with the objective of the project/program.

Requested Services

• The Senior Water Supply Engineer reports to the Regional PMU,

• Contribute to the overall Technical aspects of the Cities WSS project, including planning, implementation, follow-up, and monitoring of the contract effectiveness with respect to program Guidelines, manuals to standards. Participate in the production or updating of the necessary manuals and guidelines;

• Support the regions, and Cities in the study and design of water supply projects

• Prepare training documents. training plans and deliver training in priority areas;

• Identify the Cities program gaps and management deficits and provides them with the technical assistance or the capacity development they require:

• Frequent field visit (60% of the assignment duration) and follows up the Program activities at all stages: pre-design stage, design stage, construction tendering stage, construction stage. completion & handover stage & maintenance (liability) period

• Production of contract management to Supervision manual for the consumption of Regions and City, particularly for contract administrator and construction supervisor;

• Assist the Regions /City Water Boards & Utilities in tender advertisement, analysis & award. evaluation. contract negotiation and Contract Signing and implementation:

• Follow up and assist the Regions and Cities on overall program management starting from TOR and RFP preparation, negotiation and agreement up to end of contract implementation and final acceptance of the project includes follow up of payment modality and payment certificate review, etc.;

• Produce and submit monthly, bi-monthly and back to office report to the second UWSS-PMU and:

• Performs other related and relevant assignments

In addition to the above-mentioned activities, the Senior Procurement Specialist performs other related and relevant assignments.

Required Competencies

The Specialist to be hired shall have experience in Design, construction supervision, assessment, analysis, and development of Manuals and strategies of public services with a high credit to experiences in water supply and wastewater management. The Specialist shall have BScIMSc Ph.D. in Water supply, Sanitary. Hydraulic.. and Civil Engineering or in related fields with 8/6'4 years or above experience in the water supply and sanitation sub-sector with a high credit to experiences in Design construction, assessment. analysis and development of Manuals and strategies for the sub-sector. Strong capability of communication on the subject matter, and capacity to offer training.
