Organizational Setting

The main aim of the FAO country office, which is headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The Food and Agriculture Organization of the United Nations (FAO) is requested by the Environment, Forest and Climate Change Commission (EFCCC) of the Federal Democratic Republic of Ethiopia for technical support in for Institutional Arrangement Study and Capacity Building for the Implementation of National Forest Sector Development Program (NFSDP) and Regional Forest Sector Development Program (RFSDP).

Accordingly, FAO Ethiopia  is recruiting experts specialized in the below-listed areas and who can  provide technical  support EFCCC in working out forest institutional arrangement and capacity building interventions:

  • Institutional development with a focus on forestry institutional capacity development
  • Livelihoods and rural development
  • Forest sector development and management
  • Forest sector capacity needs assessment and training
  • Forest sector  baseline assessment
  • Natural resources management (NRM)
  • Forest-based enterprise development

Reporting Lines

Under the overall guidance of the FAO Representative (FAOR) in Ethiopia, direct supervision and the technical guidance of the FAO Ethiopia NRM and Irrigation Team Leader, and in consultation with other relevant FAO units and colleagues and EFCCC focal person

Tasks and responsibilities

National Livelihoods Specialist

  • Assess potential livelihoods linked with the implementation of NFSDP;
  • Participate in the assessment of modalities for engaging educated youth in NFSDP implementation;
  • Assess livelihoods along the value chain based on the survey findings of the economic role of small-scale forest product-based enterprises;
  • Participate in the preparation of guideline for implementing recommendations;
  • Participate in the preparation of presentations on review findings and recommendations
  • Prepare draft and final reports;

National Forestry institutional development

  • Review of NFSDP, RFSDP and other relevant policy, strategic and legal documents.
  • Review existing national and regional institutional arrangements in the forest sector and identify gaps/constraints that are hampering the implementation of the NFSDP/RFSDPs, and other policies, strategies and legal provisions.
  • Recommend feasible institutional arrangements at all levels for effective implementation of NFSDP/RFSDP, policies, strategies;
  • Prepare general functional descriptions of the different institutional units of the agreed institutional arrangement;
  • Develop guidelines for  the implementation of the recommended and agreed on the institutional arrangement;
  • Participate in the assessment of modalities for engaging key stakeholders and community-based organizations in the implementation of the NFSDP/RFSDPs, policies, strategies, etc.
  • Prepare draft report on the review and proposed institutional arrangements and circulate to relevant stakeholders for review;
  • Support in organizing workshops and present review findings and recommendations;
  • Prepare final report incorporating stakeholders’ comments on the draft report

National Forest Economics Specialist

  • Review of NFSDP/RFSDPs;
  • Participate in the review of existing institutional arrangements and propose feasible national and regional institutional arrangement at all levels for the implementation of NFSDP/RFSDPs;
  • Participate in the assessment of modalities for engaging educated youth in NFSDP/RFSDP implementation;
  • Support in the development of methodology by Ethiopian Environment and Forest Research Institute (EEFRI)  for a baseline survey of the economic role of small-scale forest-based  enterprises and review the survey findings;
  • Participate in the development of guidelines for implementing the recommendations of  the NFSDP/RFSDPs;
  • Monitor the implementation of a baseline study on the extent and economic role of small-scale forest product-based enterprises to be undertaken by the service provider
  • Participate in the preparation of presentations on review findings and recommendations and preparation of draft and final reports;

National Forestry Specialist

  • Lead a multidisciplinary team of national consultants;
  • Coordinate all planning and reporting tasks of the multidisciplinary team;
  • Liaise and consult with EFCCC, Forestry Sector in undertaking all activities,
  • Review relevant policy, strategy and legal document including the NFSDP/RFSDP, the REDD+ Strategy, the Bamboo Development Strategy and Action plan, Proclamation No 1065/2018 and other related documents that are pertinent to the assignment;
  • Participate in the review of the existing forestry institutional arrangements at all levels including possibilities for an appropriate institutional setup for urban greening and urban forests
  • Provide technical support to the multidisciplinary team and ensure that appropriate and implementable institutional arrangements are recommended;
  • Undertake a situational analysis  to identify existing capacity in implementing NFSDP/RFSDP
  • Assess the capacity building needs for implementing policies, programs and plans such as NFSDP/RFSDP, REDD+ Strategy, etc.  at institutional and technical levels
  • Identify and propose human resources needs including qualifications at all levels;
  • Identify required training and modality of training for at all levels;
  • Participate in the preparation and review of technical guidelines and training materials/manuals and co-provide Training of Trainers (ToT) on NFSDP implementation;
  • Participate in the assessment of modalities for engaging educated youth in NFSDP implementation
  • Present the findings at and support in organizing review, consultative and final workshops;
  • Prepare study, progress and final reports; and
  • Perform any other related tasks as and when requested

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • The candidate should be national of Ethiopia
  • Minimum of Advanced University Degree (Master or its equivalent)  in Forestry, Natural Resources Management, Agroforestry, Forest Economics, Agricultural Economics, Natural Resource Economics, and Rural Development
  • Organizational Management, Public Policy and Administration
  • A minimum of 10 years of practical and extensive experience in the above-mentioned areas of work.
  • Working knowledge of English, good knowledge of the local language(s) (level B) and knowledge (level A) of the FAO official language used at the duty station (English) is required
